JOB SUMMARY:

The Federal Energy Regulatory Commission (FERC) is an independent regulatory agency that regulates and oversees various aspects of the energy markets within the United States. We value independence, analytic ability, communication skills, integrity and objectivity.

The Pathways Summer Law Intern Program combines the opportunity to earn a competitive salary while learning about federal service and the dynamic field of energy.  Interns gain valuable, resume-building, work experience and opportunities to foster networking relationships.

This position is located in the Office of Enforcement, which serves the public interest by ensuring effective regulations and protecting customers through understanding markets and their regulation, timely identifying and remedying market problems, assuring compliance with Commission rules and regulations, and detecting and crafting remedies to address market manipulation and other non-compliance issues.

You will have the opportunity to work side-by-side with people from diverse educational backgrounds. You must be enrolled in school for the Summer or Fall 2013 semester.

KEY REQUIREMENTS

  • Must be enrolled in an accredited law degree program
  • Background investigation will be conducted

DUTIES:

  • Conduct legal research for authorities and precedent cases on a specific point of law.
  • Draft legal memorandums and orders addressing investigations.
  • Review evidence obtained during investigations of violations of the Commission's rules or market manipulations.
  • Assist civil prosecutors of entities that have violated the Commission's rules or engaged in market manipulation.


QUALIFICATIONS REQUIRED:

Qualifications:

You must be enrolled in an accredited university for a minimum of 1/2 time (normally 6 credit hours) and remain in that status for the duration of the appointment   

Your transcripts or other documentation must show proof of continued enrollment for the Summer or Fall 2013 semesters.  Your application may be considered incomplete if proof of enrollment is not submitted.   

If selected you must show proof of enrollment for the Summer or Fall 2013 semesters before your appointment begins.

GS-7 Positions:

To qualify for a GS-7 position candidates must:

  • have completed 1 year of law school,
  • be registered for an accredited law degree program AND possess a bachelor's degree with an overall GPA of 2.95 or greater, or
  • be registered for an accredited law degree program AND possess at least one year equivalency in a master's degree program

GS-9 Positions:

To qualify for GS-9 positions candidates must:

  • be registered in an accredited law degree program and have completed 2 years of law school.


 Applicants must meet all applicable education requirements by May 2013.

We use a multi-step process to evaluate and refer applicants.


Minimum Requirements: Your application must show that you meet all requirements, including the education and/or experience required for this position.  You may be found "not qualified" if you do not possess the minimum competencies required for the position. If your application is incomplete, we may rate you as ineligible.

 
Rating: Your application will be evaluated in the following areas: Legal Research, Legal Writing. Category rating will be used to rank and select eligible candidates.  If qualified, you will be assigned to one of three categories, A, B or C, depending on your experience and education related to this position.  Veterans' preference is applied after applicants are assessed. Preference-eligibles will be listed at the top of their assigned category and considered before non-preference-eligibles in that category.  Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
Referral: If you are among the top qualified candidates, your application may be referred to a selecting official for consideration and possible interview.  If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP)), you must be assigned the middle category or better to be rated as well qualified to receive special selection priority.
