This position is ideal for a person who will be responsible for the management of the coordination and control of all resources and systems used for information processing in FEMA Region VII.  This position starts at a salary of $68,809.00 (GS12) with potential to go to $106,369.00 (GS-13).  Apply for this exciting opportunity to become a member of the Region Seven, Mission Support Division, Information Technology Branch in the Federal Emergency Management Agency (FEMA).

 

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

DUTIES:

In the Information Technology Branch the programs insure that information collection, processing, and dissemination is protected at the appropriate level and is managed in accordance with the Paperwork Reduction Act and other relevant legislation and executive directives.  In this position, you will work with the delivery of customer services, including installation, configuration, troubleshooting, customer assistance, and/or training in response to customer requirements.   Typical work assignments include:

  • Analyze, design, develop, customize and implement a wide range of complex hardware and software to support large-scale LAN/WAN systems including protocols, simple mail transfer protocol (SMTP) management systems, communications controllers, bridges, routers and other network devices that support extensive operations.
  • Conducts long-range planning and analysis of LAN system needs for growth and expansion and life cycle upgrades.  Provides technical advice to senior management concerning network management issues.
  • Represent FEMA in meetings and discussions with FEMA Headquarters, representatives of industry, intra-agency advisory committees, and various state agencies to resolve problems.
  • Manages special projects that have a significant impact on the delivery of customer support services including planning for the installation and implementation of new systems (e.g. upgrade to a new operating system).


QUALIFICATIONS REQUIRED:

You qualify for this position at the GS-12 level if you possess one of the following:One full year of specialized experience. Specialized experience is described as demonstrated experience in the oversight of various information technology projects including (but not limited to) at least one of the following: Network Upgrades and maintenance, Server upgrades and maintenance, Telecom Upgrades and maintenance, Lifecycle planning and/or implementation, working in a team environment on IT projects, ability to perform Systems Analysis on IT various systems.

 

You qualify for this position at the GS-13 level if you possess one of the following:One full year of specialized experience. Specialized experience is described as demonstrated experience in the oversight of various information technology projects including (but not limited to) more than one of the following: Network Upgrades and maintenance, Server upgrades and maintenance, Telecom Upgrades and maintenance, Lifecycle planning and/or implementation, working in a team environment on IT projects, ability to perform Systems Analysis on IT various systems.

 

AND

 

Must have IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas of facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
