Location: This position is within the Acquisition Service in Frederick, MD.

Competitive Merit Promotion:

DUTIES:

The Contracting Specialist plans, develops and establishes the contractual strategy for acquisitions supporting major projects or programs of critical importance to the VA and other Government agencies. Specifically, the contract specialist:

·       Procures a variety of products and/or services for the Office of Acquisition Operations.

·       Perform pre-award and post-award duties, including acquisition planning, solicitation development, price/cost analysis, negotiation and award.

·       Apply Federal, VA, and GSA contracting laws, regulations and policies.

·       Prepare written documentation directly related to acquisition such as plans for major procurement, milestone charts, solicitation documents, modifications, etc.

·       Provide advice and guidance to lower grade contract specialists and other outside organizations.

QUALIFICATIONS REQUIRED:

To qualify for this position, you must have at least: 

In order to meet the minimum qualification requirements for this Contract Specialist, GS-1102-12 position you must have:

A) One year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government.   This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing, under close supervision, duties such as: utilizing procurement management, knowledge in acquisition regulations, contract law, and contract administration, multiple awards; knowledge of cost/price analysis techniques and conducting negotiations; negotiate prices, contract mediation and settlements; providing commercial and industrial business practices to identify sources, analyze cost and pricing data.

 -AND-   

B. Completed a 4-year course of study leading to a bachelor's degree in any field.

OR

C.   At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You will need to include a copy of your college transcripts with your application)

In order to meet the minimum qualification requirements for this Contract Specialist, GS-1102-13 position you must have:

A. At least 4 years of contracting experience, including one year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government.   This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing, under normal supervision, duties such as: utilizing procurement management, knowledge in acquisition regulations, contract law, and contract administration, multiple awards; knowledge of cost/price analysis techniques and conducting negotiations; negotiate prices, contract mediation and settlements; providing commercial and industrial business practices to identify sources, analyze cost and pricing data.

 -AND-

 

B. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (You will need to include a copy of your college transcripts with your application)

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.


Education:

REQUIREMENTS:

·    Background Investigation: You may need to successfully complete a background investigation before appointed into the position.

·     Probationary Period: You may be required to serve a one year probationary period.

·     Time in Grade (TIG): Current employees, Transfer and/or Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion. An SF-50 must be provided to verify eligibility.

·         Ability to communicate orally and in writing with a wide range of individuals from varied backgrounds with may include national VA program officials, national level officials & contractors, members of press and congress.
