INTRODUCTION:  This position is located in the Army National Guard, JFHQ,G1 Safety Office and Occupational Health Office. The purpose of this position is to provide assistance in implementing and administering the troop and operational safety support programs.

DUTIES:

DUTIES AND RESPONSIBILITIES:  Implements plans, policies and procedures to comply with DOD, DA, OSHA, and NGB safety regulations and directives. Provides technical expertise to managers and supervisors establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards. Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards.  Posts notices of unsafe or unhealthy working conditions. Observes work methods and recommends to supervisors/managers corrective measures to eliminate unsafe work practices. Assigns risk assessment codes. Serves as a technical respresentative to Sate Safety Councils and Committees. Evaluates the effectiveness of organizational safety programs. Develops countermeasure programs. Makes assessments based on conformance with established ARNG policies and safety criteria, OSHA standards and work requirements. Coordinates with operating activities to provide safety training, and endures safety awareness throughout the ARNG. Prepares or assists supervisors in preparing materials for safety training, meetings, demonstrations, lectures and conferences. Maintains close liaison with federal, state, municipal and private industry to obtain safety materials and to facilitate adaptation of industrial safety practices to military methods. Provides technical assistance in accident investigations. Participates in fatality investigations. Collects reviews and ensures timely submission of all accident reports to the DA Safety Center and ARNG Safety Office. Codes DA Form 285. Prepares state safety standards for local implementations, writes regulations and prepares safety articles for state publications. Prepares SOPs pertaining to safety for special military training exercises. Conducts preliminary reviews of engineering plans for alteration or construction of buildings, structures, maintenance areas, machines or roadways. Provides technical guidance and direction to personnel involved in hazardous operations. Observes work areas and practices. Develops safety checklists. Coordinates with and provides assistance in the material and and Petroleum Activity and DOD Explosive Safety Board inspections. Coordinates hazardous material movement with the Department of Transportation (DOT). Investigates ARNG employee OSHA/Safety complaints with Labor Relations Specialist or other SPMO representatives. Surveys, inspects, certifies and recertifies indoor/outdoor ranges. Presents safety budget requirements with justifications to superiors in support of the statewide ARNG safety program. Performs other duties as assigned. Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE / NBC training, exercise participation (ORE / ORI / UCI / MEI / OCI / IG, etc.), mobility exercise participation, FSTA / ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB / ARNG / ANG / State / TAG rules, regulations and laws. GENERAL KNOWLEDGE:  Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.                                                                    

OR

Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above. 

 

SPECIALIZED EXPERIENCE:  Must have at least 36 months experience, education or training in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position.

Competencies:

 

a. Knowledge of safety procedures, principles and methods necessary to independently perform a full range of duties in both industrial and tactical military operations such as, the detection and correction of unsafe conditions in vehicle maintenance shops, warehouses, munitions/hazardous materials handling and storage areas, and offices.

 

b. Skill in determining unsafe acts during range operations, convoy movements, and other military unique tactical operations and to recommend corrective procedures.

 

c. Practical knowledge of laws, regulations, policies and procedures necessary to independently perform recurring assignments, and to identify, explain, and correct unsafe acts, operations and risks which would cause injury to personnel and damage to equipment/property.

 

d. Knowledge and ability to prepare and conduct formal safety training for supervisors and employees in such subjects as accident investigation, hearing conservation, OSHA compliance management site conservation, respirator protection, lifting techniques, and adverse weather protection.

 

e. Knowledge and skill necessary to evaluate and analyze safety standards and data such as accident frequency, causal factors, survey reports, tactical operations, and to determine effective countermeasure procedures.

 

f. Ability to review construction plans relating to fixed installations to ensure OSHA and other safety code requirements are incorporated in engineering designs.
