Psychologists engage in professional and scientific work that relates to behavior, capacities, traits, interests, and emotions.  Psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate.  They are assigned to any VHA program, in this case, a VA medical center.  Psychologists diagnose mental disorders, treat mental disorders through a variety of modalities and provide adjunctive interventions for treatment of medical disorders.  Among the modalities provided are individual, family, and group psychotherapies.  They consult with medical center staff on a wide variety of patient care issues.  Psychologists may be involved in program evaluation and/or research activities.

Psychologists hold a state license to practice psychology and have at least one-year pre-doctoral work experience and one-year postdoctoral work experience as a psychologist in the VHA or a comparable professional setting.  The psychologist applies advanced professional psychological diagnostic methods and evidence-based intervention strategies to a full range of patient problems in his/her work setting.  S/he has advanced knowledge of psychological diagnosis, intervention, and behavioral health that qualifies him/her to provide advice and consultation to professionals representing a variety of disciplines.  The primary job functions of psychologists at this level include the provision of direct psychological patient care, consultation services on difficult or complex cases, administrative duties, and education of staff and trainees supervision.  However, some psychologists functioning at this level also have research obligations, are associated with a university faculty appointment, have collateral supervisory responsibilities, and/or provide administrative/managerial duties.

The incumbent is assigned to the position of Supervisory Psychologist for the Mental Health Clinic.  In addition to providing direct patient care, this psychologist will have supervisory responsibilities and administrative/managerial duties.

Salary Determination: 
Applicant's education and length of practice (experience) will be considered by a Professional Standards Board and Compensation Panel in determining the grade and salary of the applicant selected.

Appointment Information:
  The candidate selected for this position may be placed into a temporary appointment, not to exceed one year and one day, pending completion of the boarding process.

DUTIES:

Clinical Responsibilities (75%)

  • Provide psychological assessment services and diagnoses mental disorders, particularly for complex or unusually difficult patients.
  • Provide a full range of comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy.
  • Identify patient problems requiring consultation with other medical center staff and making appropriate referrals.
  • Assure that appropriate referrals to specialty programs, including community resources, are accomplished.
  • Provids education to patients, family members, and significant others.
  • Provide, and where appropriate, refer patients, families and significant others for counseling in health maintenance and disease prevention.
  • Be involved in program evaluation and/or research activities.
  • Function independently as a member of the VASNHCS Medical Staff, with full clinical privileges.  Assume complete professional responsibility for his/her clinical findings, patient care decisions, and documentation.
  • Consult with peers and supervisors as appropriate.
  • Provide clinical supervision to various disciplines and levels of training.
  • Provide leadership, guidance and consultation to Mental Health staff.
  • Serve on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces.
Administrative/Supervisory Responsibilities (25%)
  • Report directly to the ACOS Mental Health.
  • Provide collateral supervisory duties primarily for Mental Health Clinic providers and staff.
  • Responsible for the day-to-day operations of the Mental Health Clinic.
  • Assist with policies and procedures to ensure compliance with appropriate accrediting and regulatory bodies such as Joint Commission.
  • Develop and implement programs, policies, and procedures.
  • Monitor outcomes using a data-driven quality assurance process.
  • Assist in preparation of RFP’s and grant proposals, as assigned.

Work Schedule:  Full-Time, 40 hours per week


QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS:

  1. U.S. Citizenship
  2. Physical Requirements:  Successful completion of a pre-employment physical examination is required.
  3. English Language Proficiency:  Applicant must be proficient in both spoken and written English.
  4. Licensure Requirement:  Applicant must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. 
  5. Education, as defined below:
  • Applicant must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

         AND

  • Applicant must have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions:  (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

GRADE REQUIREMENTS:

GS-13 Experience:  Candidate must possess at least 1 year of experience as a psychologist equivalent to the next lower grade level (GS-12) to meet the grade requirements for this position.

Creditable Specialized Experience:

 (a)  Current Professional Psychology Practice:  To be creditable, the experience must be post-doctoral degree and must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional psychology practice.  Creditable post-doctoral degree experience can be obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program. This may be evidenced by one or both of the following:

 1.  Active professional practice. Active professional practice means paid/non-paid employment as a professional psychologist.

 2.  A full, current, and unrestricted license.

 (b)  Quality of Experience. Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to professional psychology experience at the next lower level.

 (c)  Part-time Experience. Part-time experience is creditable according to its relationship to a full-time workweek. For example, a psychologist employed 20 hours per week, or on a ½ time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

 (2)  Post-Doctoral Degree Fellowships. Post-doctoral degree fellowships are training programs in an advanced area of clinical practice. Training as a fellow may substitute for creditable experience on a year-for-year basis.
