DUTIES:

As a Supervisory Management and Program Analyst (Branch Chief, Planning and Performance), you will be responsible for all aspects of performance management for U.S. Citizenship and Immigration Services in accordance with the Government Performance and Results Act (GPRA) of 1993 and GPRA Modernization Act (GPRA-MA) of 2010. You will plan, direct, monitor, organize and control the agency's performance management program and coordinate the integration of strategic planning and performance management. You will:

  • Lead, manage, and direct a professional staff, collaborate on goal setting, ensure employees understand performance expectations and standards, and provide regular feedback and guidance regarding employee performance and professional development opportunities.
  • Align performance metrics to agency strategic goals, evaluate gaps in performance metrics, develop and implement performance metrics to close the gaps, recommend data collection techniques, methodologies, and data sources, and continually review and validate USCIS performance measures, targets, and data collection strategies to ensure they are accurate, reliable, and relevant.
  • Develop and implement performance monitoring tools such as executive dashboards and balanced scorecards, lead the effort to incorporate performance information into senior executive decision making, and integrate budget and performance management by establishing linkages between financial resources and performance results and advising program officials on projected output or outcome changes that would result from changes in resource allocation.
  • Lead analysis of actual performance results versus the targets and projections; establish root cause of variances, recommend corrective action and the expected outcome; assess risks and opportunities, and provide guidance to senior leadership as appropriate.
  • Communicate the performance results verbally and in written form to senior agency leaders, DHS headquarters, and other stakeholders, and advise agency senior leaders on how they can strategically use performance results in their communications to oversight bodies and the general public.


QUALIFICATIONS REQUIRED:

GS-15: You qualify at the GS-15 level if you possess one year of specialized experience, equivalent to the GS-14 level in the Federal government, with the skills needed to perform successfully the duties of the position. These duties include:

  • Serving as a program manager responsible for applying and implementing the theories, concepts, and practices of strategic planning and performance measurement for a broad nation-wide program to evaluate the progress toward achieving strategic goals and objectives, recommending solutions to sensitive, controversial, critical and often undefined performance management issues affecting the administration of national programs, and communicating performance results to a variety of stakeholders including agency leadership and oversight bodies.
  • Serving as a project leader responsible for leading an agency or major organizational component in developing performance metrics, data collection strategies, and reporting mechanisms that are valid and defensible, and that demonstrate linkage between budget and performance for national programs, and making recommendations to senior leadership on resource levels and the corresponding performance outcomes or outputs the agency can achieve at these levels.


Educational Substitution:  There is no educational substitution at this grade level.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within the one year of assignment to this position.

Probationary Period: You may be required to serve a probationary period of 1 year.
