DUTIES:

Serves as a Team Leader over employees performing two-grade interval professional/administrative duties in support of the office mission and functions related to public health prevention and response.

 

Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

 

Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

 

Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.

 

Maintain program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor; maintain current knowledge to answer questions from team members on procedures, policies, directives, Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor.

 

Represent the team in dealings with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, use of overtime or compensatory time), and securing needed information or decisions from the supervisor on major work problems and issues that arise.

 

Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods,processes and procedures).

 

Inspection of Biosafety Level (BSL) -2, 3 and 4 facilities registered under 42 CFR 73 at various location in the United States, to determine that they are in compliance with the regulation and are working properly with select agents for which they are registered.

Preparation of a written report of inspection findings, including recommendations for improvement, approval or curtailment of registration. May inspect labs with law enforcement officials when criminal violations are suspected.

 

Participation in other CDC OPHPR activities including CDC facility reviews and risk assessments, development of information materials for laboratorians, biosafety training, biosafety cabinet and facility certification, specialized decontaminations, and responses to emergencies involving biological agents. May represent OPHPR at CDC health and safety committees. May represent OPHPR at local, state and national meetings and conferences.


QUALIFICATIONS REQUIRED:

Basic Qualification Requirements for Microbiologist, GS-0403-13.

 

A. Have successfully completed a full 4 year course of study at an accredited college or university leading to a bachelor's or higher degree   that included a major field of study or specific course requirements in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

B. Have a combination of education and experience which includes courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience must have been sufficient to demonstrate that the applicant possesses the knowledge, skill, and abilities required to perform Microbiologist work, and is comparable to that normally acquired through the successful completion of a full 4 year course of study with a major study in one of the appropriate fields.

 

Additional Qualification Requirements:

 

Applicants must have at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service as defined in the next paragraph.

 

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position providing technical direction and scientific expertise on biological agents and toxin policy matters, in identifying and analyzing biosafety and security issues in biomedical laboratories.

 

Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
