You are required to submit narrative statements for each of the Mandatory Technical Qualifications (MTQ's) and Mandatory Executive Core Qualifications (ECQ's). You will be given the opportunity to address the MTQ's & ECQ's later in the online application process.

Mandatory Technical Qualfications:
MTQ 1. Professional knowledge of the principles and practices of engineering and related scientific disciplines needed to ensure timely delivery of advanced fossil-fueled power generation and delivery technologies meeting critical current and future national needs, including developing approaches for conducting cost, benefit, and performance analyses of advanced fossil-fueled power generation and delivery systems.
MTQ 2. Knowledge of advanced (combustion- and gasification-based) coal-fired power systems and their components; coal-conversion (to gaseous and liquid fuels) processes using state-of-the-art techniques and technologies; and, given current carbon emissions and global warming concerns, development of approaches and technologies associated with the capture and storage of carbon dioxide (coal carbon sequestration) produced by fossil fuels, particularly coal.
MTQ 3. Demonstrated ability to provide technical and managerial leadership in planning, managing, and implementing the types of RD&D activities associated with NETL's SCC, including facilitating partnerships with and among DOE elements, including Headquarters, Field Offices, NETL's Offices of Research and Development and Systems Analyses and Planning, and other National Laboratories; and RD&D partnerships among industrial, academic, State, and other non-DOE federal R&D institutions.
MTQ 4. Broad knowledge and experience in dealing with private industries that are the prime users and owners of fossil (primarily) coal-based power and fuels generation and delivery technologies in the United States; a thorough understanding of product development processes, cycles, systems, components, business practices, and decision-making factors; and a thorough understanding of the Federal Government's business practices in conducting RD&D, and the role it plays in helping to shape the Nation's energy policies.

Desirable Qualification: Possess a Ph.D. in an engineering or physical science field.

Please give a complete and detailed answer for each mandatory qualification. Eligibility for this position will be based upon clearly showing that you have the scope & quality experience sufficient to effectively carry out assignments of this position. Applicants who meet the mandatory ECQs and MTQs will be evaluated by a panel of senior executives. Failure to meet all qualifications automatically disqualifies an applicant. The most highly qualified candidates will be referred to the hiring manager for further consideration and possible interview.
