This position is located in the Office of Air and Radiation. Office of transportation and Air Quality, Compliance Division, Fuels Compliance Center located in Washington, DC.

Consults with and provides support to the Fuels Compliance Center regarding the Office of Transportation and Air Quality's (OTAQ) fuels programs. Reviews registration and compliance reports submitted by the reporting community/fuel producers/blenders and refiners. Uses qualitative and quantitative skills to work with data. Analyzes statutory and regulatory technical requirements and interpret fuel requirements. Builds and maintains relationships with other EPA offices involved in fuels program implementation. Creates processes and strategies to communicate fuels program requirements and establishes outreach initiatives to engage a wide variety of interested parties in fuels program implementation.
You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-12 level, you need to have at least one year of full time experience designing and working with complex data systems, as well as managing and analyzing large data sets and experience interpreting and implementing federal policy and environmental regulation.
To qualify for the GS-13 level, you need to have at least one year of full time experience leading a project designing and working with complex data systems, as well as managing and analyzing large data sets and experience advising organizational leadership, interpreting and implementing federal policy and environmental regulation.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Knowledge of concepts, principle, theories, and practices adapting existing or new approaches to a wide array of duties related to fuel programs; ability to direct and modify data collection processes; ability to use data manipulation tools and other analytical software for data analysis; knowledge of the fuels industry and ability to communicate technical issue to a wide variety of audiences.
If you are selected, you must complete a one year probationary period. This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
