JOB SUMMARY:

BLM is seeking a dynamic and energetic Supervisory Range Technician (Engine Captain) to join the Nevada State Fire Team.

The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. This position has been categorized as a Supervisory Fire Engine Operator, a key fire management position under the Interagency Fire Program Management (IFPM) Standard, the selectee must meet the minimum qualification standards for IFPM prior to being placed into the position. DUTIES:

Serves as a supervisory wildland firefighter on a wildland fire engine, performing and supervising crews performing wildland firefighting work, i.e., wildland fire suppression and control activities including suppression, preparedness, prevention, monitoring, hazardous fuels reduction, and prescribed burning. Directs the operation of a wildland fire engine, ensuring the correct positioning, proper use and operation.

Provides technical and administrative supervision to wildland fire engine crews. Plans work to be accomplished, sets and adjusts short term priorities, prepares schedules for completion of work, and assigns work to subordinates. Implements formal and informal training programs to comply with policy and regulations.

Responsible for maintenance of specialized equipment used to respond to wildland urban interface/intermix situations, ensures engine is kept in a full state of readiness for emergency fire dispatch, and accomplishes emergency repairs. May be required to be a fully qualified chain saw operator.

Gathers and considers information on weather data, topography, fuel types, and fire behavior during suppression of wildland fire incidents.


QUALIFICATIONS REQUIRED:

To qualify for GS-06, you must have one (1) year of specialized experience equivalent to GS-05; Specialized experience is further defined as having leadership experience in the implementation of strategies, tactics, and suppression methods that are used in the containment and control of wildland fires.

OR six months of graduate level college education related to range technician fire work such as a major study in forestry, fire science or closely related field. Graduate education meets the specialized experience requirement only in those instances where it is DIRECTLY related to the work of the position.

To qualify for GS-07, you must have one (1) year of specialized experience equivalent to GS-06; Specialized experience is further defined as working as a skilled lead wildland firefighter with on-the-line wildland fire experience in forest/range fire control, prevention or suppression utilizing a wide variety of specialized wildland fire tools and equipment.

OR one (1) year (18 semester credits) of graduate level college education related to range technician fire work such as a major study in forestry, fire science or closely related field. Graduate education meets the specialized experience requirement only in those instances where it is DIRECTLY related to the work of the position.

Education and experience may be combined to meet the specialized experience requirement.

Selective Placement Factors: This position requires special qualifications that have been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factors will be rated not qualified.

(1) Engine Boss (ENGB), AND (2) Incident Commander, Type 5 (ICT5), AND (3) NWCG Course S-211, "Portable Pumps and Water Use" AND (4) You must possess a current valid state driver's license.

You must provide a copy of your Incident Qualification Certification System (IQCS) Master Record or equivalent documentation for verification by the closing date.

If you are a current career seasonal employee, your time spent in non-pay status is not creditable towards meeting the specialized experience requirement of 52 weeks or 1 year (whichever is first). This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position is 37, unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you have left Federal service and are over the age of 37, you must provide copies of SF50s showing beginning and ending dates of covered Federal law enforcement service or your will not be eligible for consideration under this vacancy announcement.

If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement or your will not be eligible to receive a waiver of the maximum entry age requirement. 

Passage of a pre-employment physical is required. You must also pass the work capacity test for an arduous position. The physical demands of this position are rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on incumbent during fire activities.

THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564 and under the Department’s Drug Free Workplace Program applicant(s) tentatively selected for this position must submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. The position is subject to random testing for illegal drug use.

If you possess and/or obtain a CDL and are required to use it in this position, then you will come under the Drug and Alcohol Testing Designated Position (TDP) under the Omnibus Transportation Employee Testing Act of 1991. If the person selected for the position does not currently occupy a CDL Drug and Alcohol Testing Designated Position, they must submit to and receive a negative test result prior to appointment. A positive drug or alcohol test result may be grounds for denying final placement into this position. The Act also mandates that the incumbent is subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol testing.

You must be 18 years of age or older to be assigned to a hazardous position.

You must possess a valid state driver's license at all times during appointment in this position.

HOW YOU WILL BE EVALUATED:

KSA 3: Knowledge of fire behavior including influences of temperature, humidity, wind, topography, slope, and fuels.  KSA 4: Knowledge of instruction techniques and skill in coordinating training sessions and presenting wildland fire suppression and prescribed fire training material.

This is a seasonal appointment; you will be in a pay status for at least 6 months, but less than 12 months a year. When work or funds are not available you will be placed in non-pay status.

Extensive travel may be required. Work may require travel by light fixed-wing or rotor-wing aircraft.

This position requires regular and recurring overtime and shift work.
