The Office of Science is the single largest supporter of basic research in the physical sciences in the United States, providing more than 40 percent of total funding for this vital area of national importance. It oversees - and is the principal federal funding agency of - the Nation's research programs in high-energy physics, nuclear physics, and fusion energy sciences. The Office of Science manages fundamental research programs in basic energy sciences, biological and environmental sciences, and computational science. In addition, the Office of Science is the Federal Government's largest single funded of materials and chemical sciences, and it supports unique and vital parts of U.S. research in climate change, geophysics, genomics, life sciences, and science education. The Office of Science manages this research portfolio through six interdisciplinary program offices: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics and Nuclear Physics. In addition, the Office of Science sponsors a range of science education initiatives through its Workforce Development for Teachers and Scientists program. The Department of Energy, Office of Science, Office of Biological and Environmental Research, Biological Systems Science Division, is seeking a motivated and highly qualified individual to serve as the microbiologist responsible for all aspects of the program consisting of microbial genomics and microbial physiology research.

KEY REQUIREMENTS

DUTIES:

If selected for this position, at the full performance level, you will:

1. Serve as a recognized technical authority and expert in microbial genomics and microbial physiology, and as such, have the responsibility to plan, coordinate, implement, and evaluate research programs in this field on a national and international level.

2. You will serve as an expert and consultant to other biologists, scientists, and senior management in areas of assigned responsibility and serve as a Program Manager determining scientific focus and direction of the microbial genomics and microbial physiology aspects of the research program.

3. You will examine and ascertain pioneering research needs and opportunities of the genomics research programs against scientific and technological advances and of potential needs of the DOE.

4. You will prepare, justify, and support the portions of the budget relation to the microbial genomics and microbial physiology research and critically evaluate contractor, DOE laboratory, and grantee research proposals and performance.

5. You will critically review reports and studies prepared by other offices in DOE and other Federal agencies as they impact the microbial genomics and Microbial physiology programs and develop and prepare analytical documents to communicate with top management.


QUALIFICATIONS REQUIRED:

To be qualified for this position, you must have one year of specialized experience performing duties in the area of microbial genomics and microbial physiology. You must also have one year of experience equivalent to the next lower grade. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-13: One year of specialized experience equivalent to the GS-12 level in the Federal government.

GS-14: One year of specialized experience equivalent to the GS-13 level in the Federal government.

GS-15: One year of specialized experience equivalent to the GS-14 level in the Federal government.


-This position requires a degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent.

-OR a combination of education and experience--courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown above, plus appropriate experience or additional education.

-Foreign Education Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:

- A preliminary background check must be initiated before you can begin work with the U.S. Department of Energy.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Security Office.

- Failure to receive a favorable background investigation will result in termination from employment.

- This position requires a security clearance and is subject to drug testing.  If selected, you must test negative prior to being appointed to this position and will be subject to random testing thereafter.  Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

HOW YOU WILL BE EVALUATED:

Your application will be evaluated and rated under Category Rating and Selection procedures. Category rating combines the applicant's total qualifying experience and education/training into a single quality category. If you meet the basic qualification requirements, we will further evaluate your entire application package to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:

1) Highly Qualified - Exceeds the minimum qualification requirements and all requirements of the position;
2) Well Qualified - Meets the minimum qualification requirements and nearly all requirements of the position;
3) Qualified - Meets the minimum qualification requirements.

The Category Rating Process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within appropriate category. A selecting official may make selections from the highest quality category (Highly Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless approval has been granted.
