Grade 09: Qualifying experience for the GS-09 level includes one (1) year of specialized experience equivalent to the GS-07 level in the Federal service that included experience assisting with analytical studies to determine effective and efficient processes related to financial programs or operations, organizational structures, staffing policies and standards, budget planning policies, and manpower allocations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.
Grade 11: Qualifying experience for the GS-11 level includes one (1) year of specialized experience equivalent to the GS-09 level in the Federal service that included experience conducting analytical studies to determine effective and efficient processes related to financial programs or operations, organizational structures, staffing policies and standards, budget planning policies, and manpower allocations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.

5. Ability to communicate in writing to provide advice and assistance on organization and position control and/or payroll issues.
