This position is located at VAMC Iron Mountain, MI in Pharmacy Service.  The incumbent serves as an assistant to the Chief of Pharmacy for pharmaceutical programs and services provided at Oscar G. Johnson VA Medical Center.  The incumbent shares responsibility with the Chief of Pharmacy for managing and supervising all phases of the inpatient and outpatient pharmacy service areas, including community based outpatient clinics.  The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory positions.

The Iron Mountain VA is located in the Upper Peninsula of Michigan and is part of the VA’s Great Lakes Health Care System in the Veteran’s Integrated Service Network (VISN 12). The Medical Center and its community clinics/sites serve eligible veterans in the Upper Peninsula of Michigan (fifteen counties) and Northeast Wisconsin (eleven counties). The Assistant Chief, Pharmacy Operations is responsible for the day-to-day supervision of staff pharmacists and pharmacy technicians, in their daily performance of all clinical, distributive, and informational functions.  The position is responsible for assuring that work assignments of the pharmacy staff are completed in a timely manner by performing a range of duties that may include the following:

Adjusting short-term priorities.

  • Developing performance standards and rating subordinates’ performance; advising employees on work and administrative matters.
  • Implementing methods and procedures to improve organizational performance, and identifying and providing for employee training and development.
  • Recommending selection of candidates for positions, and recommending position structure changes.
  • Taking disciplinary actions and hearing and resolving formal employee complaints and grievances as delegated by higher level management.
  • Assessing and revising policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
  • Overseeing working conditions such as seating, ventilation, lighting, safety, etc.
  • Maintaining records of work accomplishments and prepare reports as requested.
  • Distributing and balancing the workload among employees in accordance with established work flow or job specialization.
  • Providing on-the-job training/orientation to employees in accordance with established procedures and practices.
  • Tracking the status and progress of work and making day-to-day adjustments in accordance with established priorities.  Assistance from the Chief Pharmacist on problems that may arise may be required.
  • Amending or rejecting work not meeting established standards and referring questions or matters not covered by performance standards and problems with a supervisor.
  • Approving leave.
  • Resolving simple informal complaints of employees and referring more complex matters to the Chief Pharmacist.
  • Reporting performance and training needs of employees to the Chief Pharmacist.
  • Making informational suggestions to the Chief Pharmacist, as requested, concerning promotions, reassignment, discipline, and personnel needs.
  • Provide for safe medication preparation and dispensing of chemotherapeutic agents.

Physical Demands: Considerable periods of sitting, standing, walking, reaching, and pushing or pulling of carts are inherent in the position.  Bending, stooping, and lifting of supplies is necessary, mostly under 50 pounds.

Work Environment: The work is performed within the pharmacy and the medical center, and at times may require travel.  The incumbent observes safety precautions while working with a variety of equipment.  Work involves regular and recurring exposure to moderate risks or discomforts which require special safety precautions (e.g., risk exposure to caustic agents, flammable liquids when unpacking supplies or cleaning equipment).  The incumbent works with drugs and chemicals in which care must be taken in the event accidental contact is made to the skin, eyes and lungs.  Incumbent follows guidelines for preparation, handling and administration of hazardous drugs and disposal of all pharmaceutical waste in compliance with medical center policy.

Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited college or school of Pharmacy with a baccalaureate degree in Pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm. D) degree.  Prior 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program.  Today the sole degree is Doctor of Pharmacy.

Licensure: Possess a current, full, active, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

English Language Proficiency: Pharmacist (Clinical) must be proficient in spoken and written English.

Experience or Education: posses 1 full year of creditable experience at the GS12 grade level which is directly related to Clinical Pharmacy such as handling routine medication-related activities in accordance with local, Veterans Integrated Service Network (VISN), and national policies and regulations.  These include, but are not limited to: reviewing, interpreting, and verifying medication orders for appropriateness; processing and filling medication orders; interacting with and making recommendations to other clinical staff regarding medication therapy ordered to ensure safe and effective care; reviewing the patient’s medications, allergies, labs and other pertinent information from the medical record to identify and solve medication-related problems; contacting providers as appropriate; documenting recommendations and interventions; providing refill extensions and partial medication supplies; taking health and medication histories; performing medication reconciliation; providing drug information; assisting in formulary management including therapeutic substitutions, non-formulary reviews and medication usage evaluations; documenting and assessing adverse drug events (ADEs); assisting in medical emergencies; providing oversight of technical staff in all aspects of medication distribution.


Completion of an ACPE-accredited Pharm D. program.

Possesses 1 full year of creditable experience at the GS 12 level which is directly related to the professional and administrative management of an inpatient/outpatient area in Pharmacy and Pharm D preferred.

KSA6.  Ability to plan, organize and direct the functions of the pharmacy staff.

KSA7. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.

KSA8. Skill in monitoring and assessing the outcome of drug therapies including physical assessment and interpretation of laboratory and other diagnostic parameters.

KSA9. Communicate orally to both patients and health care staff regarding complex clinical and technical issues.

KSA10. Communicate in writing to persuade both patients and health care staff regarding complex clinical and technical issues.

FOREIGN EDUCATION: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
