This is a Secondary firefighter position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412 (d) (FERS).  It requires firefighting experience.  Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

 

This position has been identified as one of the key fire management positions under the Interagency Fire Program Management (IFPM) Standard.   This position has been categorized as a Initial Attack Dispatcher, and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position.   Detailed information regarding IFPM positions can be found at http://www.ifpm.nifc.gov/

DUTIES:

As a Forestry Technician (Senior Fire Dispatcher), you will; 

  • Perform and direct others in receiving fire reports, determining location, land status and current fire information.
  • Coordinate aviation dispatch operations (e.g., aircraft capabilities and limitations, flight planning, aviation safety.)
  • Determine appropriate resource response to incidents and requests from the field and dispatches personnel, equipment, aircraft, and/or supplies.
  • Process and interpret weather information (e.g. spot weather forecast, weather station observations, current and forecasted weather, lightning detection and fuel moisture.
  • Organizes and review completed records of all orders placed and actions taken to ensure adherence to established operation procedures.  


QUALIFICATIONS REQUIRED:

EXPERIENCE AND EDUCATION REQUIREMENTS:  (OPM Operating Manual, Qualification Standards for Technical and Medical Support Positions, GS-0462-6/7 and Forestry Technician Series, 0462).

 

GS-7:  1 year or 52 weeks of specialized experience equivalent to the GS-6 grade level OR 1 full year of graduate level education.

 

GS-6:  1 year or 52 weeks of specialized experience equivalent to the GS-5 grade level.

 

SPECIALIZED EXPERIENCE:  Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples of specialized experience include but are not limited to; performing and directing others i ninputting data into a number of fire-related computer applications and make assessments of outputs, reviewing internal operating procedures and systems, making recommendations for improvements, and updating/developing operating plans and mobilization guides. Providing critical logistical support information to supervisor and makes recommendations concerning the efficient uses of available resources.

Selective Factors:

 

The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: 

 

  1. Primary Core Requirement:  EDRC – Dispatch Recorder
  2. Secondary Core Requirement:  90 days of wildland firefighting experience

 

Applicants must have prior wildland firefighting experience on the fireline, as gained by substantial service in a primary/rigorous firefighter position, or equivalent experience outside the Federal government.  Wildland firefighting experience is defined as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire.  Two distinct types of wildland fire have been defined and include Wildfires – Unplanned ignitions or prescribed fires that are declared wildfires, and Prescribed Fire - includes only fireline experience on a prescribed fire and does not include experience in the planning stages. Prescribed Fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.  This is a MANDATORY qualification prerequisite to qualify for this position. 


NOTE:Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

 

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

 

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

 

The applicant selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing after selection.
