DUTIES:

Incumbent performs expert analysis and prepares intricate, substantive study reports to cover, at a minimum, study approach and methodologies, findings, and recommendations.  Performs expert analysis of collected data and findings and interprets complex legislative, regulatory, and/or policy guidance for use in managing nationwide health programs. Serves as senior level evaluator and conducts complex evaluation studies on one-of-a-kind or controversial operating public health programs having far-reaching bureau or department-wide impact.  Leads the development of nationwide or comparable scope, program operations and initiatives for assigned operating public health programs.  Formulates national program and project goals, objectives, operating policies, strategic program plans, guidelines, standards, and priorities. Develops and implements strategies and plans for meeting national program objectives.  Identifies and evaluates information, data requirements, and resources to establish priorities and to maintain capacity to respond to internal and external demands.  Establishes and forges relationships with other local, national and/or international organizations to collaborate and facilitate the development and integration of operating public health program initiatives and activities across a broad area.  Serves as the principal manager of considerable budgets for the assigned programs.  Develops and manages budgets and approves funding expenditures.  Serves as liaison and responds to inquiries from staff, partners/collaborators, and the general public.  Prepares, reviews, negotiates, and/or monitors collaborative agreements, contracts, and/or memorandum of agreements.  Coordinates overall administrative and program activities to ensure successful program execution.


QUALIFICATIONS REQUIRED:

Applicant must possess one year of specialized experience equivalent to the GS-13 grade level in Federal service. Specialized experience is that which is directly related to the duties of the position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, conducting studies and performing other analytical work related to the planning and development of public health programs related to global disease detection.

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
