JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. the Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.  This position is located at the U.S. ARMY INTELLIGENCE AND SECURITY CMD, MISSION SUPPORT COMMAND/ACofS, G-3 ARMY CRYPTO OFFICE OPS DIV FORT MEADE, MD.

Serve as command focal point for Cryptologic operations in the assigned theater of the Extended Enterprise. Convey INSCOM's views on SIGINT issues to other Service Cryptologic Components and to national agencies. Inform INSCOM staff of counterpart agencies' views on Cryptologic issues.

KEY REQUIREMENTS

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Permanent Change of Station (PCS) is not authorized.
  • Temporary Duty Travel (TDY) may be required 15% or less of the time.
  • Must pass a Counter-Intelligence (CI) polygraph examination.

DUTIES:

You will exercise staff management of mission, production, and operations resourcing of Army Cryptologic elements within the Army Cryptologic Extended Enterprise. Identify opportunities for mission enhancement. Plan and implement actions to resolve mission shortfalls.


QUALIFICATIONS REQUIRED:

Specialized Experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level GG/GS-12.

Specialized experience is defined as: Experience with intelligence analysis and/or production, intelligence collection/operations or threat support directly related to SIGINT missions and capabilities to include requirements, doctrine, responsibilities, tasking process, training system, and documentation exploitation, analysis, production. AND Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

 

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.


EDUCATION:  Experience may not be substituted with education at this grade level.

Other Requirements:
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship.

May be required to complete a two year trial period.

Direct Deposit of Pay is Required.

CONDITIONS OF EMPLOYMENT:

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Must be able to obtain and maintain a Top Secret security clearance based on SBI and eligibility for Sensitive Compartmented Information (SCI).

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Temporary Duty Travel (TDY) may be required 15% or less of the time.

Permanent Change of Station (PCS) is not authorized.
