DUTIES:

  This position is for a full-time (40 hours per week, 1.0 FTEE) Clinical Psychologist assigned to the Adam Benjamin, Jr. Community Based Outpatient Clinic (CBOC)   in Crown Point, Indiana.   The clnic is located in Northwest Indiana, about 1 ½ hours south of Chicago, in an area known for affordable housing, low taxes, and minimal traffic congestion.   There are several National Guard and Reserve units from Northwest Indiana hat have been deployed to Iraq and Afghanistan. This is a large CBOC, with over 15,000 total enrolled veterans, and over 1,500 enrolled veterans in the Mental Helath Clinic. The Crown Point Clinic was first established 20 years ago, and due to growth in the number of veterans, a new clinic was opened in October 2011. The incumbent works in the Outpatient Mental Health Clinic.   Clinic duties include psychotherapy, psychological testing, interdisciplinary team consultation and collaboration on patient care.  The psychologist functions as a case manager (with full case management responsibilities), a therapist and a member of a team.   Typical assignments involve diagnosis and treatment.   The ability to conduct diagnostic interviewing and psychological testing, including objective measures, projective measures and intellectual measures is expected.   Treatment modalities include individual, group and marital/family therapy.   Skill in assessing for suicidality and homicidality, and skill in providing effective interventions to patients in crisis, is required.   There is a high rate of addiction and serious mental illness, including Depression, Bipolar Disorder, Schizophrenia and PTSD, Axis II, and special difficulties in social adjustment (e.g. unemployment,   homelessness).   The ability to provide   individual, group and marital/family interventions to veterans with active Dual Diagnosis is required. The VA emphasizes Evidence Based Therapy, including Cognitive Behavior Therapy, Acceptance and Commitment Therapy, Motivational Interviewing, Prolonged Exposure, Cognitve Procesing Therapy, and Social Skills Training.   The person selected has successfully completed or will complete competency-based training in Cognitive Behavior Thearapy, Acceptance and Commitment Therapy and Motivational Interviewing.   The Crown Point CBOC is part of the Jesse Brown VA Medical Center in Chicago, which provides inpatient care for Crown Point patients. The Jesse Brown VA has primary affiliations with the University of Illinois College of Medicine and Northwestern University Medical School, and has an American Psychological Association Accredited Internship Progarm and a Psychology Externship Program.   The psychologist is required to have the ability to provide psychotherapy and testing supervision and to provide educational seminars to trainees in psychology and other disciplines.   The incumbent is expected to possess organizational skills and strong interpersonal and communication skills essential for working effectively in a team environment.   The incumbent performs almost all duties in this position independently, receiving only general direction as to the overall nature of the activity desired from the Chief of Psychology and general direction in those areas required by VA regulations.    The incumbent performs other related duties as assigned by the supervisor. As part of the clinic team, the incumbent shares the responsibility for providing consultative services to other services and departments of the facility and to private, state and other institutions.   This position may require evening and weekend work.

 

PHYSICAL REQUIREMENTS:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, or small parts. No special physical demands are required to perform the work.  

 

WORK ENVIRONMENT:

The work environment involves everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated.

QUALIFICATIONS REQUIRED:

BASIC REQUIREMENT:

1.  Doctoral degree in psychology from APA Accredited Graduate Program in an area of training consistent with the assignment for which the applicant is to be employed

2.  Internship in professional psychology accredited by the American Psychological Association

3.  Professional Psychology Licensure: States, License Numbers, dates of original licensure.

A psychologist must hold a full, current and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the US, or the District of Columbia.   The secretary may waive the requirement of licensure for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed.    

 

EXPERIENCE:

For GS 11, no experience is needed beyond the basic requirements.     For GS 12, at least one year of professional experience is required that is equivalent to the next lower grade level.   Demonstrated Knowledge, Skills and Abilities: 1.   Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.  2.   Ability to develop coherent treatment strategies.  3.   Ability to incorporate new clinical procedures.  For GS 13, there must be two or more years of clinical experience comparable to what one would get in a VA setting, either by post-doctoral employment or two years of employment as a psychologist.   A psychologist must be licensed at the GS 13 level.  Demonstrated Knowledge, Skilles and Abilities: 1 .   Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations. 2.   Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. 3.   Knowledge of clinical research literature.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
