JOB SUMMARY:

About the Position: Tripler: Tripler Army Medical Center is located in Honolulu, Hawaii serving a population of over 50,000 military dependents. Work is done in a clinical office setting in a major Army medical center. The developmentalist provides care to an average of 860 developmentally challenged military dependents per year. COLA - Hawaii: Federal employees in Hawaii are currently entitled to receive a non-taxable, 12.25% Cost of Living Allowance (COLA) in addition to the base salary.  

 

Must have or be able to obtain and maintain an International Certified Alcohol and Drug Counselor (ICADC) and/or Certified Substance Abuse Counselor (CSAC) credentials/certification within 12 months of employment.

DUTIES:

You will counsel patients in recognition of their drug and alcohol problems and provide treatment and consultation services to eligible patients undergoing treatment while in rehabilitation and during follow-up care. You will review and analyze patients medical history and assess the needs of the patient. You will perform and monitor substance abuse testing and review initial intake screening reports. You will evaluate the patients substance abuse dependency and make provisional diagnoses. You will recommend techniques and goals during the treatment phase to patients. You will prepare case findings and recommendations in a clear and concise manner, using comprehensive knowledge of the concepts, principles, procedures, and practices relating to TRISARF. You will develop diagnostics assessments for families receiving counseling services for substance related use disorder, while providing a full range of individual, group, marriage and family counseling. You will develop training plans and conduct formal and informal training regarding alcohol and drug abuse prevention and control. You will provide supervision and education concerning the effects of substance use on the family to a wide range of professionals receiving training at TRISARF.


QUALIFICATIONS REQUIRED:

Minimum Qualifications for Social Worker:  Degree: Applicants must have completed a Master's Degree in Social Work in a school accredited by the Council on Social Worker Education.

Minimum Qualifications for Counseling Psychologist: Degree: Applicants must have satisfactory completed at least 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology

In addition to meeting the minimum qualifications listed above applicants must meet one of the following:

Specialized Experience: Applicants must possess one year of specialized experience in the same of similar work equivalent to at least the next lower level (GS-09) requiring application of the knowledge, skills, and abilities for the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience which involves experience providing psychological treatment and consultation services to alcohol and drug dependent patients and family members, formulating treatment plans, and providing follow-up care.

OR

Education Substitution for Specialized Experience: Applicant must possess a Ph.D. or equivalent doctoral degree or three (3) years of progressively higher level graduate education leading to such a degree from an accredited college or university that is directly related to the work of the position.

OR

Combination of Education and Experience: In addition to the licensure above, if you have some but not all of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you do have. To do so, compute the percentage of your requirements met, the sum of which must equal at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduated education by 54. Add the two percentages.)  

All applicants must meet one of the following Selective Placement Factors:

Social Worker Licensure: Must possess a current, valid, unrestricted, active independent clinical license as a social worker by the recognized licensing agency of a State, the District of Columbia, Guam, Puerto Rico, or the U.S. Virgin Islands.

Counseling Psychologist Licensure: Must possess a current, valid, unrestricted, active independent clinical license as a psychologist as recognized by a licensing agency of a State, the District of Columbia, Guam, Puerto Rico, or the US Virgin Islands. Licensure must allow for independent clinical practice. Licensed Professional Counselors (LPCs), and Licensed Mental Health Counselors (LMHCs) do not qualify (not recognized as independent practitioners by the DoD).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Ability to identify and conduct assessments

Ability to provide treatment and rehabilitation

Ability to provide intervention and treatment services to families

Skill in case management and documentation
