Located primarily on Capitol Hill in Washington, D.C., the Library is the home of the U.S. Copyright Office, the Congressional Research Service (CRS), the Law Library of Congress, and the National Library Service for the Blind and Physically Handicapped.
The incumbent provides service directly to NLS constituents and serves as a novice in the specialized areas of blindness, physical handicaps, and library services to and for individuals who are blind or physically handicapped focusing primarily on digital resources. Services are rendered in person, or by correspondence, telephone, or electronic media. Requests originate from the blind and physically handicapped consumers and NLS network libraries serving them; Congress; U.S. and foreign government agencies; national and international academic, research, and scientific institutions; the professional and business communities; and from the general public. This position is located in the National Library Service for the Blind & Physically Handicapped, Partnerships and Outreach Programs, Library Services, 1291 Taylor Street NW, Washington, DC 20542. The position description number for this position is 232747. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime schedule. This is a non-supervisory, bargaining unit position. Relocation expenses are not authorized for the person(s) selected under this vacancy announcement.
Serving primarily as a digital reference librarian, responds to reference inquiries assigned by the section head. Applies extensive knowledge of bibliographic resources, including automated databases and other digital resources, and principles of librarianship in rendering reference, referral and literature searching service to NLS consumers, NLS staff, Members of Congress, government agencies, regional and sub-regional libraries, researchers, and the general public. Prepares correspondence in response to reference inquiries, conducts reference interviews, and communicates with patrons in person, and via correspondence, telephone and electronically. Follows written and verbal instructions to provide current awareness services to designated NLS staff to keep them informed of new publications and developments in their specific areas. Provides a similar service, on a wide range of subjects of interest to blind and physically handicapped persons, for libraries serving them and interested professionals. Attends workshops and conferences to provide information about available services and resources. Participates in the NLS exhibit program to explain NLS services to consumer groups and professional organizations either serving or consisting of, blind and physically disabled persons. Conducts tours of NLS headquarters and gives oral presentations to staff and visitors about current program activities. Participate in assignments supporting internal Library or NLS activities. Compiles current information on services, legislation, resources, etc. pertaining to blind and physically disabled persons. Prepares compilations of materials in established and digital formats for reference circulars disseminated widely to individuals, libraries and organizations. Prepares indexes and similar tools to aid in the use of the reference collection. Participates in producing information materials such as brochures, flyers, fact sheets and directories. Reviews periodicals, books, review sources, publications lists, etc. and notes items to be considered for the reference collection. Classifies new materials added to the collection and assigns specially adapted subject headings. Surveys special subject areas ensuring holdings are adequate for user's needs. Recommends additions to the periodical collection.
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
