THIS IS A MULTIDISCIPLINARY POSITION AND CAN BE FILLED WITH EITHER A SUPERVISOR PSYCHIATRIST (VIN 772225), SUPERVISOR CLINICAL PSYCHOLOGIST (VIN 772249), SUPERVISOR SOCIAL WORKER (VIN 772284), OR SUPERVISOR ADVANCED REGISTERED NURSE PRACTIONER (VIN 772307).

 

The El Paso VA Health Care System in El Paso, Texas is recruiting for a full-time Chief of Mental Health Service. The El Paso VAHCS is part of VISN 18 Network, and is a standalone ambulatory care facility with over 600 employees and growing. We are an out-patient clinic with working hours from 8:00 am to 4:45 pm, Mondays through Fridays.

DUTIES:

Incumbent will be responsible for the El Paso VA Health Care System Mental Health Service Line with a multi-disciplinary treatment team composed of psychiatrists, psychologist, social workers, nurse practitioners, registered nurses, psychology technicians, vocational rehabilitation specialists and addiction therapists.  Incumbent will work closely with colleagues to provide our Veterans with comprehensive, state-of-the-art outpatient mental health care.


QUALIFICATIONS REQUIRED:

BASIC REQUIREMENTS.  The basic requirements for employment as a VHA psychologist are prescribed by:  Public Law 96-151 codified in Title 38, U.S.C. § 7402.  To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:

     a.  Citizenship.  Citizen of the United States.  (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

     b.  Education

     (1)  Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA).  The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

     AND

     (2)  Have successfully completed a professional psychology internship training program that has been accredited by APA.  Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

     (c)  Licensure.  Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

    c.  Experience.  Must have a minimun of two years of post-doctoral clinical psychologist experience.

Physical Standards: See VA Handbook 5005, Part III, Chapter 2, paragraph 7, and VA Handbook 5019, Occupational Health Services. All applicants must be physically and mentally able to perform efficiently the duties of the position.

English Language Proficiency:  Appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). [No person will be appointed under authority of 38 U.S.C. Chapter 73 or 74, to serve in a direct patient-care capacity who is not proficient in written and spoken English].

Drug Testing Designated Positions: In accordance with Executive Order 12564, Federal employees hired in a drug testing designated position will be subject to random testing for illegal drug use during employment.

Background Investigation: New Appointees will be subject to a background investigation to determine suitability.

VetPro: Individuals selected for positions that have patient care responsibilities are subject to undergoing an electronic credentialing process called VetPro. This position will be filled on a full-time permanent basis. Upon completing any required probationary period, the position will be permanent.

This position's full performance level is a GS-14; however, the grade, step and salary are set by a professional standards board.

WHAT TO EXPECT NEXT:

After you Submit Your Application...

What happens when your application is referred?
An AFGE agreement ensures that internal applicants must be considered before external candidates. The interview will be arranged and coordinated by the Selecting Official.

After interviewing is Complete…

What does the pre-appointment process entail?
Before you can be appointed a number of steps must be completed. The more active you are in this process, the quicker you can be brought on board. The first part is VetPRO, the VA’s credentialing system used to verify your education, work history, license(s) and references. Next you will be asked to submit to fingerprinting when you arrive to complete your pre-employment physical. Lastly, a Professional Standards Board (PSB) will convene to determine the salary to be offered. Once these processes are complete, you will be contacted with an official start date and commitment package.
