The Resident Country Director (RCD) position is administratively housed within the Department of Compact Operations, with direct report to the Deputy Vice President for East & Southern Africa (EASA). The RCD will be physically based in Windhoek, Namibia. As an official U.S. Government employee (USG), the RCD will be part of the USG country team and must collaborate closely with the U.S. embassy.

The RCD will provide on-going guidance, advice, technical feedback, and support to the Millennium Challenge Account country in implementation. The RCD plays a critical role in the compacts success by:
- Providing oversight, feedback, and guidance to government counterparts with respect to the implementation of the compact program.
- Coordinating the management, oversight and support activities of a multidisciplinary country team based in Washington, to assist the Government in ensuring that compact implementation is in accordance with MCC policies, standards and guidelines.
- Ensuring proper implementation of MCC approvals and other internal control procedures, as well as audit and impact evaluation efforts.
- Serving as an observer on the MCA-Namibia Board of Directors and exercising MCCs rights and authorities as designated in the compact and any supplemental agreements.
- Performing site visits and reporting on the progress of compact implementation to key internal and external stakeholders.
- Responding to inquiries from the MCC headquarters, the U.S. Congress, other USG agencies, and other key stakeholders.
- Keeping the U.S. Chief of Mission (COM) informed regarding MCC activities and developments in country, and attending and participating in USG country team meetings as well as classified security, Congressional Delegation (CODEL) and other briefings for senior USG officials.
- Organizing public outreach and representational events related to the implementation of compact activities in Namibia, including helping represent MCC in interactions with CODELs, other donors, representatives of the local business community and civil society, and other interested parties.
- Leading coordination and collaboration efforts with other donors and civil society organizations, and representing the MCC in meetings with other donors and in other settings where various country strategies may be formulated and discussed or USG policies represented.
- Preparing and providing clearances on briefing papers, speeches, talking points, and reports on compact implementation and issues related to MCC activities and approaches.
- Providing day-to-day management and supervision of the local MCC staff, office, and budget in close coordination with relevant staff at the U.S. Embassy and/or MCC headquarters.
- Liaising with the Office of the Inspector General and Government Accountability office on all reviews of the compact program.
- Managing, supervising, and reporting on MCCs in-country presence, including procurement, staffing, budgeting, and financial and asset management needs.
Qualifying experience for the MC-2d level includes ten years of relevant work experience in developing or transitioning countries, either in the private sector or with an international financial institution, multilateral organization, international or local NGO, the USG or other internationally-focused entity.
Examples of specialized experience includes: (1) experience analyzing international development programs and designing large-scale infrastructure and/or technical assistance programs (over $10 million) to address these challenges or investment projects in the context of these challenges; (2) experience as a team leader or project manager managing medium- to large-scale infrastructure rehabilitation or construction programs in developing or emerging markets; (3) developing, negotiating and managing complex international projects with multimillion dollar annual budgets in a multidisciplinary team environment; and (4) senior management-level experience in the private sector, a bilateral or multilateral development organization, an international NGO, or an international commercial bank. NOTE: This experience must be well documented in your resume.
A successful candidate for the RCD position must be able to interact effectively with others, both within the assigned country and with MCC headquarters. In-country, continuous communication with the U.S. Embassy and the host-country government is required. Electronic communication is the most common method with MCC headquarters, and candidates should note their level of proficiency in specific software packages and internet uses. MCC expects both verbal and written communications in to be clear, accurate, and articulate.

KNOWLEDGE, SKILLS and ABILITIES/COMPETENCIES (KSAs):
- Experience in developing and implementing large-scale international economic development projects (over $10 million)
- Cross-functional project management
- Experience leading multidisciplinary teams
- Cross-cultural sensitivity and international perspectives
- Representational capabilities at senior levels, including corporate, NGO, foreign government and U.S. government officials, as well as with community-level stakeholders
- Financial management capabilities
- International experience in infrastructure development generally, Excellent oral and written communication skills
- An advanced degree in finance, economics, international development, business, civil engineering, law, or a related discipline.
- Experience living and working in developing countries at a senior program management level, particularly in east and southern Africa.
- Demonstrated international experience in managing/supervising large, multi-sector investment programs (e.g. over $10 million), including preparation, supervision and execution of workplans and budgets.
- International experience developing and/or implementing projects in the education, agriculture or tourism sectors.
