The Office of the Assistant Administrator for Resource & Technology Management (RTM) is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position located in the Office of Planning, Budget, Procurement, and Evaluation (PBPE) in Washington D.C. 

 

The U. S. The Office of Resource and Technology Management directs a variety of centralized and cross-cutting corporate business activities including EIA's independent information technology infrastructure and data center operation, budget and financial management, procurement oversight and processing, human capital management, and logistical support. This Office also provides expert advice to the Administrator on strategic planning and program evaluation, agency business and technology policy, physical and technology security, and financial analysis and evaluation in support of EIA strategic goals and objectives.

DUTIES:

The incumbent of this position analyzes and evaluates, on a quantitative/qualitative basis, the effectiveness of EIA service delivery in meeting established goals and objectives. Evaluates and advises on organization structures, methods, and procedures. Analyzes management information requirements across EIA. Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Develops procedures and systems for assessing the effectiveness of administrative/management processes.

 

Focuses on key program management processes and formal projects which are critical to the success of the EIA mission through selective monitoring of those processes, identification of potential improvements, coordinating the improvements where necessary, and initiation of appropriate actions to further the smooth operation of PBPE core responsibilities.  Implements and maintains quality assurance processes.  Possesses an in-depth understanding of functions internal to EIA in order to monitor and assess them, intervenes at the management level as necessary, and identifies existing or potential factors that inhibit efficiencies and/or customer satisfaction.  Recommends improvements, solves problems, or recommends corrective action when problems arise. Develops in-depth understanding of functions across EIA through active interaction with other employees in and outside of EIA in order to advise the Director and other RTM managers on issues and factors impacting the smooth work flow of critical activities and/or the delivery of EIA services. The person assigned to this position also performs quality assurance analysis of EIA programs in line with the associated legislative, DOE and EIA guidance to determine the impact on the organization’s program requirements, and to develop required policies, procedures, and guidance.

 

The incumbent coordinates financial and administrative programs, projects and activities across EIA. These financial matters are in regard to the development of both short- and long-term resource plans and formal projects consistent with EIA goals and responsibilities.  Develops and/or coordinates reporting system(s) to track achievement of plans and completion of high-profile projects. Coordinates contributions by PBPE staff/functions to EIA strategic planning efforts, both to assure that EIA program issues are fully represented, and to assure that PBPE activities are consistent with and complementary to EIA-wide strategic efforts.


QUALIFICATIONS REQUIRED:

You must meet all qualification and eligibility requirements by the closing date of the announcement. 1.Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods, including project management principles and methodologies, for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.

 

2. Mastery of advanced concepts, principles, and practices of program analysis, to analyze and evaluate previous, current, and projected operating programs and requirement.

 

3. Ability to plan program objectives and operations, and evaluate the analysis of program effectiveness and to develop and consolidate program justifications that will be accepted by EIA management.

 

4. Skill in coordinating, planning, organizing, and/or directing the assignments of matrix teams and effectively negotiating with management to gain acceptance and implementation of recommendations, where the proposals may involve substantial agency resources, require extensive changes in established procedures, or be in conflict with the desires of the activity studied.

 

5. Skill in coordinating, planning, organizing, and/or directing the assignments of matrix teams and effectively negotiating with management to gain acceptance and implementation of recommendations. 

 

6. Skill in verbal and written communication, for the purposes of presenting findings and recommendations to executive level officials inside and outside of EIA and the DOE, negotiating and/or defending proposals encompassing the various services provided by EIA, and responding to public inquires on behalf of the Supervisor.
