JOB SUMMARY:

This position is located in Alexandria, VA (approximately 6.4 miles outside of Washington, DC).

The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.

These positions are located in Special Nutrition Programs, Supplemental Food Programs Division.

KEY REQUIREMENTS


    DUTIES:

    As a Program Analyst, you will:

    • Develop legislative proposals, regulations, handbooks, FNS instructions, and guidance material for use by State and local program administrators responsible for the administration of nutrition assistance programs.
    • Develop and recommend national policies and procedures for the administration of nutrition assistance programs.
    • Participate in discussions with senior managers for the purpose of establishing priorities for operation of the nutrition assistance programs, to discuss recommendations for policy or procedural changes or technical assistance resulting from operation of the program, and to develop positions for negotiations with outside agencies, and similar matters.
    • Represent the Branch in discussions with Financial Management Personnel on financial management issues.
    • Develop policy relative to the allocation and use of program resources.
    • Advise appropriate staff of the potential impacts of emerging issues related to the availability of program resources.
    • Provide guidance to regional offices regarding the awarding and use of program grants for nutrition assistance programs.
    • Research and respond to sensitive or unusually complex inquiries from Congress, business, States and the general public relative to nutrition assistance programs.
    • As required, serve as project manager, leader, or coordinator for groups within the Division or Agency to carry out developmental projects or develop solutions to complex policy and operational issues.
    • Assist lower grade program analysts in accomplishing their responsibilities by providing appropriate background information, insight and information, as directed.
    • As required, represent the Division or Agency as a speaker or panel member at conferences and meetings.
    • May be assigned responsibility for special projects not usually associated with the incumbent’s normal workload.


    QUALIFICATIONS REQUIRED:

    Time-in-Grade:
    For the GS-13 level: Candidates must have been a GS-12 for 52 weeks (when applicable).

    Time After Competitive Appointment:
    Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
    Minimum Qualification Requirement: 

    Specialized Experience:
    For GS-13 level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service.  Specialized experience includes developing or interpreting and analyzing the policies, procedures, and regulations of a Federal, state or local level nutrition assistance program or other closely related social service program or project, and developing or preparing grant calculation or data analysis spreadsheets. 

    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    • Ability to analyze and compile data from multiple sources to make recommendations for policy modifications and changes in operational procedures.
