The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.
This position is located in the Office of the Federal Railroad Administrator in Washington, D.C. As a Program Analyst, you will function as Special Assistant to the Administrator and Deputy Administrator and serve as the front office’s special liaison to all program offices within the agency. In this role, you are guided by a personal, working knowledge of the Administrator’s values, programs, initiatives and aspirations as you coordinate individual and cooperative efforts with FRA staff. You will be expected to understand the Administrator/Deputy Administrator’s priorities and interests then expand and enhance them to further the programs and initiatives of the mission of the Federal Railroad Administration (FRA) and the U.S. Department of Transportation (DOT). You will serve as a facilitator and coordinator for the full range of programs, policies, projects and initiatives which are of prime concern to the Administrator and Deputy. The work requires you to clearly and concisely compile, analyze and present pertinent information and data in a timely manner for decision making on the administrative and programmatic aspects of FRA’s operations and management. The nature of your responsibilities mandates that assignments be fully completed when presented to the Administrator, Deputy Administrator, and/or Executive Director.
The ideal candidate for this position has experience serving as a consultant and confidential advisor who can provide objective independent assessments and recommendations for policy and operational and administrative issues and initiatives requiring decision and action.

As a Program Analyst, you will:
- Perform a variety of special assignments for the Administrator and the Deputy Administrator. Analyze specific and general aspects of proposals and problems which directly impact the overall railroad mission and function of the FRA.
- Serve as special liaison to members of the FRA leadership team and act as an intermediary regarding a wide range of functions that include submission of information, clarification and interpretation of policy and procedures. Analyze and prioritize the many transportation program issues requiring the Administrator/Deputy’s attention, and handle any concerns from program offices with respect to these priorities.
- Draw upon expert knowledge of the transportation industry and/or the internal operational processes of the FRA to advise and perform special assignments that address diverse topics/issues.
- Present the views, concerns and policies of the Administrator and/or Deputy Administrator in meetings with key officials in the FRA, the DOT, and other agencies providing comprehensive balanced information that covers all relevant aspects of the issues under discussion. Perform research and develop a variety of material in various formats for the use of the Administrator and Deputy Administrator in the performance of their duties.
- Participate in key FRA management councils, meetings and conferences and ensure that assignments made during these functions are fully staffed, completed and cleared. Provide liaison with key staff officials and speak for the Administrator/Deputy Administrator on the interpretation of established policy; and, in giving advice as to direction on a course of action, keep the Administrator, Deputy Administrator and/or other front office staff informed of actions taken towards completion, current status, and projected ending date.
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

||To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
- Experience analyzing and/or interpreting rules, regulations, standards, policies or procedures in order to make recommendations to address regulatory or industry standard issues.
- Experience evaluating transportation related information and preparing written documents such as decision papers, reports, issue papers, or briefing materials.
In addition to meeting the specialized experience at the GS-13, this level requires:
- Experience developing and maintaining effective relationships with a variety of internal and external groups and individuals, and creating a professional network in order to effectively support communication and outreach programs and efforts.
CONDITIONS OF EMPLOYMENT:
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- GOVERNMENT TRAVEL CARD: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
- TRAVEL EXPENSES: Travel and transportation expenses will be paid if the selection results in a promotion OR for a geographical reassignment if the FRA selectee occupies a position at the same grade level that has significantly different duties from that of this position vacancy. Travel and transportation expenses will not be paid if a candidate outside the FRA is selected OR a FRA employee accepts a change to the lower grade that results in a geographical reassignment for this position vacancy.
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F.
