The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation’s passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation.  The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network.  FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel. 

This position is located in a Region 4, Chicago, IL, Office of Railroad Safety, Federal Railroad Administration (FRA).  You will serve as a Program Assistant performing a wide variety of assistance and analytical support work.  You must possess a highly integrated working relationship with the Regional Office staff in terms of preserving confidentiality and evaluating and handling priorities by using a working knowledge of the organization and programs of the Office of Railroad Safety.  You must be familiar with the Regional Administrator’s views, policies and special interests and be skilled in dealing with the public, industry and government officials at all levels of authority.  You must be a qualified typist and proficient with a variety of PC based application software.     

The ideal candidate has experience providing administrative support and management support services, preparing correspondence, performing non-routine assignments, setting priorities, handling a variety of projects at the same time, under tight deadlines, while exercising a high degree of discretion and tact.

As a Program Assistant (OA), you will:

  • Prepare a variety of sensitive, complex investigative report packages.
  • Analyze various directives and instructional material pertaining to program practices and clerical procedures in order to be cognizant of new, revised or amended procedures.
  • Maintain all Regional Government-Owned Vehicle (GOV) and Personal-Owned Vehicle files and required correspondence assuring all regulations pertaining to documentation are met.
  • Develop and maintain specific databases. Provide user support and updates to the Regional Inspection Point database (RIP). Assist in preparing sensitive, complex investigative information for presentation to the Office of Chief Counsel of the FRA for enforcement actions. Responsible for transmitting all violation reports from the regional office to headquarters.
  • Responsible for maintaining time and attendance and Alternative Work Schedules (AWS) for personnel, as well as entering appropriate time and attendance information into the online payroll system.
  • Enter appropriate accident/incident information into the web-based Factual Accident Report (F6180.39) for field inspectors in connection with headquarters assigned accidents.
  • Assist other Regional Office administrative personnel in routine program functions such as providing administrative information and preparing Federal Supply Service (FSS) web bill pay reports for the Administrative Officer.


To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
  • Experience equal or equivalent to coordinating the day-to-day administrative work of an office which includes maintaining files; correspondence management systems; preparing and editing documents, travel, time and attendance.
  • Experience equal or equivalent to using electronic databases to log and retrieve information.
  • Experience communicating with a wide variety of individuals both inside and outside of the organization.
GRADE 7 The specialized experience must include (in addition to that at the GS-6 level):
  • Experience in using a database to compile and maintain information on railroad violations and accident/incident’s used for reports.
