Consideration under this vacancy announcement is limited to the permanent and indefinite staff of the Congressional Research Service, due to budgetary constraints. The Congressional Research Service (CRS) Office of Workforce Management and Development is seeking an Administrative Officer to support senior management and a team of Human Capital Management Specialists. The Administrative Officer will have lead responsibility for major aspects of one or more of the following program areas: staffing and recruitment; performance management and staff recognition; training and development; and workplace flexibilities. The Administrative Officer will also have significant responsibility for managing information systems used to document, track, and retrieve employee data for standardized and ad hoc reporting.

The ideal candidate will have a working knowledge of human resources principles and practices, and demonstrated experience applying administrative techniques and analyzing data to generate reports.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for nearly a century.

CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and committees.



    Independently performs professional support duties to address human resources and other administrative issues related to the programs administered by the office. Provides expert advice, guidance, and assistance to managers, supervisors, and staff on federal, Library of Congress, and CRS regulations, resources, processes and procedures related to these programs. Provides professional support and assistance to Program Specialists and managers in the planning, development and operation of these programs.

    Independently performs administrative management functions that fulfill program and significant organizational requirements. Analyzes established programs and performs program liaison duties to support long- and short-range administrative activities. Assists in conducting surveys and using other evaluation tools to measure effectiveness of the various programs administered by the office. Prepares all types of personnel actions, training documents and other actions dealing with the work of the office.

    Designs, creates and contributes to automated records for the purpose of documenting, tracking, presenting and analyzing information. Manages a major database system containing all pertinent information on CRS staff. Designs and produces standardized and special ad hoc reports as requested for management use throughout CRS.


    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

    The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

    The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area.

    While it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.

    This position may be eligible for subsequent conversion to a permanent appointment, contingent upon business need, available funding and the selectee's performance. If the position does not become permanent at the end of the 13-month period, CRS employees will be returned to their former position or a position of similar grade and duties without loss of federal service tenure or seniority.

    This is a non-supervisory, non-bargaining unit position.
