This position is located in the Environmental and Social Performance (ESP) Division of the Department of Compact Operations, Millennium Challenge Corporation (MCC).

As Director, (Environmental and Social Performance) you will:

  • Evaluate environmental and social risks and performance of Compact-funded activities and identify opportunities for enhancing project design and implementation.
  • Oversee Compact development and implementation activities and provide advice and counsel to country teams to promote sound environmental and social performance.
  • Review project-related documents including environmental and social assessments and management plans, construction bidding documents, work plans, and ensure environmental and social considerations are factored into the feasibility, design,  implementation, timing, costs, and management systems of Compact activities.
  • Ensure MCC-funded activities comply with the MCC Environmental Guidelines, World Bank OP 4.12, and other international best practices, such as the International Finance Corporation’s Environmental and Social Performance Standards and Environmental, Health and Safety Guidelines.
  • Conduct, direct, and/or evaluate complex environmental and social assessments, analytical studies, management systems and plans, and resettlement action plans in an international development context.
  • Manage contractors and consultants to ensure that ESP-related deliverables and work products are acceptable. Prepare and/or review terms of reference, timelines and cost estimates for ESP-related procurements for civil works and consultant services.
  • Undertake regular site visits to Compact countries in support of project development and implementation oversight to ensure sound environmental and social performance.
  • Represent MCC to and collaborate with a variety of stakeholders including other US Government agencies, NGOs, international development organizations, senior officials within the U.S. and MCC partner country governments, and strengthen partnerships to enhance project results.


Desirable: French, Spanish, or Portuguese language skills are desirable (Please include language and level of proficiency in your resume).

For MCC 3a:  Applicants must have had one year of specialized experience relevant to the position duties (equivalent to MCC Pay Band 3b or GS-14), which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience include; experience providing technical advice and guidance on the assessment and management of environmental,  social  risks and impacts associated with development projects/programs in developing countries; experience managing or undertaking high-level technical analysis of environmental and social issues and providing effective communication to enhance the design and implementation of development projects in a variety of sectors such as transportation, agriculture, water/ sanitation, energy, and municipal infrastructure; experience planning and managing technical consultant services; and, experience communicating environmental and social concepts to stakeholders both orally and in writing.

Desirable: An advanced degree in environmental, social or natural sciences, environmental engineering, planning or a related field

  4. Skill in oral and written communication skills to effectively communicate complex technical subjects to a wide range of non-technical stakeholders.
