JOB SUMMARY:

The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.

This position is located in Regional Operations and Support - State Systems Office.

KEY REQUIREMENTS


    DUTIES:

    As a Supervisory Management Analyst, you will:

    • Review and provide technical basis for approval of APD’s, RFP’s, contracts and other deliverables from States to an Oversight Committee composed of senior executives.
    • Recommend actions against states when systems are not in compliance with requirements.  Actions include sanctions, non-payment of administrative costs and other monetary or non-monetary action.
    • Work closely with other Departments and Federal partners to ensure consistent requirement/regulations and coordinated actions.  In many cases, state systems are a one stop shop for assistance programs.  Coordinated efforts and response are required between Departments.
    • Provide technical assistance to States.  Develop technical assistance material based on trends and issues that arise in State projects.  Work with regional offices to provides assistance to individual States or groups of States.
    • Establish and implement short-term work plans and schedules for in-service and contractual work.  Determine goals and objectives for the staff.  Determine budgetary priorities for activities for the staff.  Plan and schedule work to be accomplished by staff members.  Assign work, evaluate performance and give counsel on work and administrative matters.


    QUALIFICATIONS REQUIRED:

    Time-in-Grade:
    For the GS-15 level: Candidates must have been a GS-14 for 52 weeks (when applicable).

    Time After Competitive Appointment:
    Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    Minimum Qualification Requirement: 

    Specialized Experience:
    Specialized experience is fifty-two (52) weeks of experience at the GS-14 level that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience for this position must include experience working with Advanced Planning Document (APD) rules and procedure to implement automation systems in the determination of eligibility for Food and Nutrition Service. 

    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
