The United States Postal Service Office of Inspector General's (USPS OIG) mission is to provide reports to Postal Service Executives, the Board of Governors, and Congress to help the Postal Service maximize revenues (over $65 billion a year), minimize costs, and prevent and detect fraud, waste, abuse and mismanagement.


The USPS OIG is seeking a highly qualified applicant to fill our Audit Manager/Audit Evaluator Manager position on the Information Technology team located in Raleigh, NC. The directorate conducts audits and reviews of the Postal Service's complex computer infrastructure to verify that its information resources provide the highest level of security, reliability, and value expected by their customers. The candidate will manage information technology audits, provide a full range of supervision to staff and manage other related projects as assigned.  The candidate will be highly motivated and demonstrate experience in planning, conducting, and executing complex information technology audits and reviews. 


Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.


This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $105,520 - $135,408. The salary figures include locality pay. 


Relocation expenses may be paid.

Responsibilities include the day-to-day management of work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals.

  • Provides authoritative advisory service and/or develops authoritative policy interpretations in the area of audit
  • Schedules projects and staff assignments so as to comply with the organization’s needs.  Reviews and approves the purpose, scope, and audit approach of each audit project.
  • Manages audit projects to ensure that professional standards are maintained in the planning and execution phase and in the accumulation of evidentiary data
  • Counsels and guides subordinates to ensure that the approved audit objectives are met and that adequate practical coverage is achieved
  • Reviews and edits audit reports and, in conjunction with the auditor-in-charge for the assigned project, discusses the reports with appropriate management
  • Presents oral briefings to management.  Provides for and performs research on audit techniques.  
  • Accumulates data, maintains records, and prepares status reports on the administration of audit projects and other assigned activities
  • Assists in evaluating overall audit results
  • Brings about a shared understanding of job objectives, roles, and report messages by facilitating job-related meetings and coaching others when necessary
  • Plans, organizes, and conducts research on complex audit issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions
  • Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations.  Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans. 
  • Assures implementation by subordinate staff of the goals and objectives of agency-wide programs.  Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for program improvement.  
  • Identifies and resolves, as applicable, unique issues where no policy exists, recommending innovative actions to address new needs and/or issues

  • Knowledge of accounting and auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing broad-scoped reviews or performance audits of major, complex programs or activities
  • Ability to apply effective project management and to provide the full range of technical and administrative supervision to professional audit staff
  • Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems
  • Ability to develop and review written audit reports and correspondence that are clear, concise, and persuasive
  • Specialized experience in Information Systems audits, reviews, and/or assessments in Information Technology related topics such as: general controls, computer security techniques, application controls, system development life cycle, operating system software, multi-platform hardware such as client-server or mainframes, network operations and testing, data integrity, disaster recovery, information systems acquisitions, etc.




  • An advanced degree in computer science, business, or a technology-related discipline from an accredited college or university
  • Experience in leading complex multi-site (nationwide) information technology audits and evaluations
  • Professional certification as a CISA, CISM or CISSP; OR passed the CISA, CISM OR CISSP exam
