This position is located within the RESOURCES HUMAN RESOURCES MGMT at the CAPT James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL.  The FHCC is a first-of-its-kind partnership between the Department of Veterans Affairs (DVA), and Department of Navy (DoN)/Department of Defense (DoD).   It is larger than just a single facility, but rather it is a fully-integrated medical care facility with a single combined VA and Navy mission.   The combined mission of the FHCC means active duty military and their family members, military retirees, and eligible veterans receive health care at this facility.  Additionally, the Veterans Health Administration (VHA) is the largest single provider of graduate medical education training sites in the U.S., with as many as one-third of the nation's resident physicians receiving part or all of their training in VA health care facilities.  The Lovell FHCC supports this tradition through our various affiliations.

At the full performance level the incumbent is responsible for all aspects of Personnel Suitability and Security.   Performs screening of backgrounds of VHA appointees, contractors, volunteers, and students.   Maintains a personnel security database and produces monthly and quarterly reports.   Serves as Electronic Questionnaires for Investigations Processing (E-QIP), Program Manager for FHCC.  Fingerprints new appointees and transmits fingerprints to the Office of Personnel Management (OPM).   Ensures the Special Agreement Check (SAC) is initiated.   Adjudicates investigations with issues, and works with Employee/Labor Relations for the more difficult cases.   Serves as the HRMS Registrar for the Personnel Identification Verification system (PIV).    


Applicants must possess the following experience and/or education requirements:

Qualifications for GS-7:   One (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service. OR,

Applicants may substitute one (1) full year of graduate level education or superior academic achievement, for the specialized experience.  Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Qualifications for GS-9:   One (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service. OR,

Applicants may substitute a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the duties of the position.    

Specialized Experience: Examples of qualifying specialized experience includes: Conducts personnel security and suitability investigations.   Completes the E-QIP processing and fingerprinting for all new appointees. Initiates Special Agreement Checks (SAC) and serves as Registrar for the Personnel Identification Verification system (PIV).
