In this position, the incumbent is responsible for managing activities related to the development of training systems for the Kuwait KC-130 program.  This position requires knowledge of Security Assistance Management, Arms Export Control Act (AECA), International Trafficking in Arms Regulation (ITAR), release and disclosure, Price and Availability (P&A) and Letters of Offer and Acceptance (LOA) development, and Foreign Military Sales (FMS) case structure and execution.

 

This position will be covered under the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System.  STRL is a pay banded human resource management system for Department of Defense laboratories.

KEY REQUIREMENTS

DUTIES:

  • Lead, plan, budget, organize and manage the work of multi-disciplinary traning systems integrated project teams for the acquisition and support of trainer hardware, software and support systems. 
  • Apply program management principles and material acquisition processes and practices to develop cost and lead time estimates for new training systems and trainer upgrades using the Planning, Programming, and Budgeting Execution System (PPBES). 
  • Develop master plans identifying device acquisition tasks such as definition, analysis, design, development, integration of subsystems, and field evaluation. 
  • Direct the preparation and coordination of procurement packages and the subsequent procurement, production, and delivery of training systems. 
  • Apply experience and familiarity of current aircraft communications systems, electronic support measures and operational capabilities in the development of training simulators.


QUALIFICATIONS REQUIRED:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

 

One year of specialized experience at the GS-11 grade level or next lower pay band (DA-04) in the Federal sector or equivalent experience in the public or private sector working with aviation systems performing the following duties:  1) Developing training systems; 2) working on a multi-disciplinary integrated project team engaged in the planning, management and execution of assigned training system developments and acquisitions; 3) managing and controlling aspects of training system projects (e.g., funding, contracts, team priorities, schedules, etc.) from initial plans through acquisition and delivery of hardware and support systems; 4) performing risk assessments or management control reviews to identify potential problems within a project; and 5) implementing export license control and release and disclosure requirements.  NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME TO BE CONSIDERED FOR THE POSITION.

 

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA certification requirements for the Program Management career field and be certified at Level III at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

REQUIREMENTS:
