This position serves as a Senior Specialist in the Integrated Support Office located in the Naval Air Warfare Center Aircraft Division Vice Commander’s Office (COMNAWCAD), 7.10, Patuxent River, Maryland. The Senior Specialist provides definition of the Research, Development, Test and Evaluation (RDT&E) Mission asset requirements as well as project identification, definition and prioritization required support to COMNAWCAD. The Integrated Support Office is responsible for the requirements formulation and execution of Class I and II assets to develop, support, and maintain mission critical RDT&E assets.  The NAWCAD requires unique assets to support the RDT&E mission. The Senior Specialist will also support the requirements analysis and executive management of NAWCAD mission critical assets including program management, program assessment, resource analysis and long-term planning while contributing  substantively to the accomplishment of the NAWCAD’s RDT&E mission and the Navy’s aviation acquisition program along with supporting the management of the competing requests and developing short-term and long-term asset management strategies to meet the mission needs of the NAWCAD.

·         Execute a high degree of continuing responsibility in initiating, developing and implementing an integrated approach to attaining NAWCAD long-, mid- and near-term mission asset resource objectives.

·         Devise and successfully identify mission asset requirements.

·         Serve as an expert mission asset advisor to COMNAWCAD and work collaboratively with the competencies in formulating, developing and maintaining mission critical assets in accordance with NAWCAD business unit and NAVAIR goals. 

·         Provides authoritative input on mission-critical asset requirements.

·         Integrates and prioritizes NAWCAD requirements and ensure requirements are adequately and successfully communicated to and understood by the air station and its components, regional command and CNI. 

·         Monitors the execution of mission asset plans and programs to ensure adequate and timely delivery of requirements.

·         Apply a high degree expertise in mission asset management, business case analysis, return on investment and other management and analytical techniques that ensure solutions are derived that achieve the optimal utilization of resources and assets. 

·         Initiate, plan and direct broad-based analytical studies, and identify and implement management efficiencies, so that the NAWCAD and its programs derive maximum value from available resources.

·         Employ a high degree of skill in personal communications to represent NAWCAD in direct communications with high-ranking military, civilian and contractor personnel involved in major acquisition programs or to make use of the Command’s resources and services.

·         Execute a high degree of continuing responsibility for NAWCAD’s asset management program.

·         Work closely with competency business managers, Resource and Business Focus Groups and the Comptroller to ensure adequate resources are available to meet NAWCAD mission requirements.

Specialized experience must demonstrate the following: 1) applying concepts, principles and practices in disciplines applicable to business and industrial management and strategic planning; 2) using business and industrial management practices and processes to support a large and/or varied customer base; 3) applying project management planning methods and techniques to design and conduct comprehensive management studies; 4) initiating ‘reality testing’ of analytical results and determining if existing products or services are efficient and practical.
