DUTIES:

Conducts a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs. Makes field surveys and collects field data required for road design. Evaluates road maintenance programs and accomplishments. Directs the District's sign planning and maintenance program


QUALIFICATIONS REQUIRED:

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 07: Qualifying experience for the GS-7 level includes one (1) year of specialized experience equivalent to the GS-6 level. Specialized experience is experience that is directly related to the work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.



Examples of specialized experience include experience as a draftsperson, surveying technician, construction estimator, physical science technician, or mathematical technician.



Experience in trade or craft positions may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents.



Examples are trade positions with substantial developmental, test, or design responsibilities such as planner and estimator experience that included responsibility for analysis of designs for production purposes or instrument-maker or model-maker experience that included design or development work on fabricated devices.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-7 level may be met by completion of one (1) year of graduate level education in a position-related field such as engineering, construction, or industrial technology.



COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 08: Qualifying experience for the GS-8 level includes one (1) year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that is directly related to the work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include experience as a draftsperson, surveying technician, construction estimator, physical science technician, or mathematical technician, or experience in a trade position with substantial developmental, test, or design responsibilities, such as planner and estimator experience that included responsibility for analysis of designs for production purposes; or instrument maker or model maker experience with responsibility for design or development work on fabricated devices.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education or a master's degree in a position-related field such as engineering, construction, or industrial technology.



COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Specialized experience for this position is defined as one or more of the following:

Monitoring routine work in progress and upon completion to ensure an acceptable level of workmanship and compliance with contract requirements. Making suggestions to contractors concerning well-established, acceptable methods and practices to assist them in meeting standard requirements. Assisting in the preparation of the District's annual road maintenance plan and monitoring and reporting the accomplishment of this plan. Conducting investigations and surveys to gather field data that require selecting from a great variety of data collection methods and consideration of numerous precedents. Developing and implementing annual and long range maintenance plans for roads on the District. Conducting the annual cost share maintenance meeting, negotiating with the various cooperators the type, extent and costs as well as responsible party for the agreed to maintenance to be performed on cost shared roads. Consulting with and providing input on right-of-way status, needs and methods of acquisition of roads needed for the Forest Service system to facilitate public and private activities. Developing and implementing annual and long range maintenance plans for roads on the District. Directing road condition surveys, setting road maintenance priorities and evaluates maintenance of roads. Preparing or directing preparation of various road maintenance contracts and acting as a COR on such contracts.
