As the Government's financial manager, the Financial Management Service (FMS) provides central payment services to Federal agencies, operates the Federal government's collections and deposit systems, provides government-wide accounting and reporting services, and manages the collection of delinquent debt owed to the government.  We are looking for highly qualified individuals to meet the challenges of expanding electronic services and processes to our customers and the American public.

Federal Finance is responsible for the government's revenue collection.  FMS is a central service provider to all government agencies and collects revenue through a variety of channels (Internet, Mail, Over-the-Counter) and settlement gateways (ACH, Fedwire, Credit Card, Check).  Each year our channels and gateways process over several hundred million financial transactions with a value of over $2 trillion dollars.  Our mission is to evaluate, develop and operate revenue collection and cash management programs that minimize cost and maximize the effectiveness and efficiency of Federal Government's financial management.       As a GS-9 Student Trainee (Information Technology Specialist), you will perform the duties of an IT Specialist.  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Duties include, but are not limited to,

    • providing technical expertise to the design, development, testing, implementation, and/or re-engineering at the infrastructure, application, network, security, and/or database levels;
    • consulting with customers to identify and specify requirements;
    • preparing business cases for IT solutions;
    • interpreting and evaluating proposed legislation and broad-based policies concerning IT
    • preparing standard, recurring reports;
    • updating policy, operating handbooks, procedures, and instructions;
    • applying established information security procedures and protocols.


      To be eligible for a SCEP position, applicants must meet all of the following by the closing date of the announcement:

    • Be a college student enrolled or accepted for enrollment on at least a half-time basis (usually 6 semester hours or equivalent) at an accredited technical or vocational school, 2 or 4-year college, university, graduate or professional school seeking a diploma, certificate, etc., in one of the following academic majors or related fields:
    • Finance
    • Accounting
    • Statistics
    • Economics or
    • Information Systems and Technology

    • You must be at least 16 years of age; and
    • Be a United States citizen; and
    • Have a cumulative 3.0 grade point average (GPA), on a 4.0 scale, for your most recently completed academic term (e.g., semester or quarter)

      General or Specialized Experience

      For the GS-5, you must have three years of general experience, one of which is equivalent to the GS-4 level in the federal government, including performance of tasks such as:
    • Translating detailed logical steps developed by others into language codes that computers accept where this requires understanding of procedures and limitations appropriate to use of a programming language;
    • Interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data in to charts showing information flow;
    • Operating computer consoles where this involves choosing from among various procedures in responding to machine commands or unscheduled halts;
    • Scheduling the sequence of programs to be processed computers where the alternative must be weighed with a view to production efficiency;
    • Preparing documentation on cost/benefit studies where this involves summarizing the material and organizing it in logical fashion;


      Education:  4-year course of study leading to a bachelor's degree.

    • For the GS-7, you must have one year of specialized experience equivalent to the GS-5 level in the federal government including performance of tasks such as:
    • Analysis of the interrelationships of pertinent components of the system;
    • Planning the sequence of actions necessary to accomplish the assignment;
    • Personal responsibility for at least a segment of the overall project;


      Education: One full year of graduate level education in a related field; OR Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major) OR Election to membership in a qualifying national scholastic honor society.

    • For the GS-9, you must have one year of specialized experience equivalent to the GS-7 level in the federal government including performance of tasks such as:
    • Experience with the application of professional enterprise information technology principles, techniques, web development hardware and software;
    • The application of advanced IT concepts and methods, projects management;
    • Analysis of the interrelationships of pertinent components of the system;
    • Planning the sequence of actions necessary to accomplish the assignment;
    • Personal responsibility for at least a segment of the overall project;


      Education:  Master's or equivalent degree in a field related to this position or 2 full years of progressively higher level graduate education leading to Master's Degree, LL.B. or J.D., if related.

      The experience may have been gained in either the public or private sector.  One year of experience refers to full-time work; part-time work is considered on a prorated basis.
