Administrative Law Judges
Announcement/Examination Closed: Vacancy Announcement Number – 134575 for the Administrative Law Judge (ALJ) examination, issued on November 09, 2009, is closed to the receipt of applications. The announcement will remain closed, except as required by 5 CFR 332.311, until the U.S. Office of Personnel Management (OPM) determines that it is necessary to re-open the ALJ examination as explained below.
Applicants who completed the 2009 ALJ examination under Vacancy Announcement Number 2009 ALJ–134575 had their names placed on the ALJ register. The ALJ register is used as the source of names to make referrals to agencies for employment consideration when they have entry level ALJ vacancies to fill. Names are referred in numerical score order, based on the duty location of the position(s) to be filled and the geographical preference of applicants. It is the responsibility of the agencies to make selections from the list of candidates referred for employment consideration from among the highest three available names, taking into consideration veterans' preference rules regarding order of selection.
It is OPM's responsibility to ensure that the ALJ register maintains a sufficient number of qualified ALJ candidates to meet the projected hiring needs of agencies, including enabling agencies to have an adequate number of choices for each position to be filled. Consequently, OPM will periodically re-open the ALJ examination as the need arises. Future open periods for the ALJ examination will be posted by a vacancy announcement on OPM's website at:
www.usajobs.gov.
Major Duties: ALJs conduct formal hearings involving cases where all interested parties are given advance notice of the hearing; an opportunity to submit facts, arguments, offers of settlement or proposals of adjustment; and, an opportunity to be accompanied, represented, and advised by counsel or other qualified representatives. ALJs rule on preliminary motions, conduct pre-hearing conferences, issue subpoenas, control hearings (which may include written and/or oral testimony and cross-examination), review briefs, and prepare and issue initial or recommended decisions, along with written findings of fact and conclusions of law therein. Oral or documentary evidence may be received, but irrelevant, immaterial, or unduly repetitious evidence is excluded. Decisions are issued upon consideration of the whole record, or those parts of it cited by a party and supported by and in accord with reliable, probative, and substantial evidence.

In addition to meeting the experience and licensure requirements described in the OPM Qualification Standard, the ALJ examination also requires the completion of an Accomplishment Record, a Written Demonstration, and a Structured Interview.
Ten-Point Veterans: Applicants who are entitled to apply for a closed examination pursuant to 5 CFR 332.311, and are interested in applying for the ALJ examination must provide the required proof of veterans' preference entitlement by email to

PRINT TIPS!To print this document:Most web browsers support an option to print the document that is displayed on the screen. The Adobe Acrobat reader is a freeware product available from Adobe at http://access.adobe.com. There are versions of the Adobe Acrobat reader for several computer platforms. Click here http://access.adobe.com/ to connect to the Adobe Acrobat site. Once there you can obtain the reader for your computer platform. Follow the instructions on the Adobe site to install the reader on your system. Once you have installed the reader you can view or print files that end in .PDF.
Some browsers will allow you to configure a "helper" application that will load the Adobe Acrobat reader whenever you click on a file that ends in .PDF. Please refer to the instructions that came with your web browser on how to set up or install a "helper" application. The Adobe site also contains instructions on how to do this.
The Windows file manager will also allow you to specify an association so that whenever Windows needs to display a file that ends in .PDF it will load the Adobe Acrobat reader.
