1) Engineering/Construction Design and Specifications: Develops engineering designs. Use CAD software. Prepare cost estimates, performance work statements, and specifications for existing and proposed facilities. Design concrete and asphalt pavements. Perform simple load calculations for horizontal and vertical construction. Act as liaison between design, review, construction, and using agencies. Performs drafting duties. Interpret rough engineering sketches to produce working drawings using manual and CAD techniques. Produce architectural, structural, civil, mechanical, and electrical drawings. Update Base Comprehensive Plans (BCP) and maintains record drawings. Performs GeoBase duties to include: maintaining Spatial Data Standards for Facilities Infrastructure and Environment (SDSFIE) compliant GIS data in personal geodatabase format, population of feature attributes; linking GIS data to auxiliary data tables as well as data analysis and mapping output. Performs surveying duties to include: Conduct reconnaissance, site location, construction, and mapping surveys while operating manual and electronic surveying equipment. Perform contract management duties. Manage and inspect construction and maintenance contracts. Interpret plans, specification, and other contract documents. Coordinate, evaluate, monitor, and document contract activities and progress. Prepare recommendations for contract modifications. Review material submittals for compliance with specifications.

GENERAL EXPERIENCE: Experience or training which provided familiarization of engineering instruments, testing procedures and techniques. Ability to read and understand specifications, instructions and procedures to use high school level mathematics.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education or training with knowledge of basic standard engineering principles, methods and practices. Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising; exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications. Experience communicating both orally and in writing in a clear and concise manner.
Substitution of Education for Specialized Experience - For positions at GS-4 (or equivalent): Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization. For positions at GS-5 (or equivalent): Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
