The National Science Foundation OIG is seeking a Forensic Auditing Manager, primarily responsible for forensic accounting for investigations, as well as serve as COR in support of a forensic accounting contract. The Forensic Auditing Manager may also be responsible for varying forms of data and risk-based analyses for reviews, evaluations and special projects.
Specific duties include:
Serves as the senior technical expert for forensic accounting procedures, methodologies, and theories in the identification, examination, and analysis of financial data by applying professional accounting principles, techniques, and theories to assist in the development of highly complex, unusual or controversial cases for administrative, civil, or criminal action, and formulating case settlement valuations.
Advises top management officials on all matters related to integrating the financial or budgeting system with the forensic accounting system.
Advises financial or budget experts, investigative analysts, professional and administrative staff throughout OIG or other agencies on issues that involve applying or tailoring methods and procedures developed by the incumbent to a variety of situations.
Serves as Contracting Officer's Representative (COR) on OI forensic accounting services contract. Inspects forensic accounting products produced by the contractor to determine whether the data is acceptable, accurate, and reliable. Addresses any deficiencies as necessary.
Provides technical expertise regarding identification of improper use and/or movement of funds by awardee institutions or individuals. Consults case agents and attorneys to determine specific objectives and requirements involving forensic accounting aspects of investigations.
Leads efforts to develop a comprehensive forensic accounting system that covers all functions of the OIG. Advises top management on the development and implementation of the new system. Counsels key officials who appear before congressional committees and the national media.
Develops new forensic accounting methodologies. Identifies, recommends, and implements effective and efficient resolution of extremely complex, highly unusual forensic accounting matters.
Translates complex financial information into articulate presentations. Develops and delivers presentations to key officials, top management and staff within and outside of NSF.
Reconstructs and analyzes partial or inadequate financial records of individuals and/or organizations. Reviews accounting systems and identifies internal control weaknesses, makes recommendations for changes.
Establishes and maintains government agency, law enforcement, and private industry contacts, and leverages these relationships to advance financial investigations and share forensic accounting best practices.
Works on the Financial Accounting Needs Analysis Referrals (FANARs) used to obtain contract services by reviewing FANARs, obtaining understanding of case needs for services, and using technical expertise to make recommendations for potential services to request.
Provides technically authoritative review of Proposed Action Plans (PAPs) produced by the forensic accounting contractor to ensure PAPs are consistent with all requested FANAR procedures. Reviews proposed labor hours to ensure that they appear commensurate with the work that will be performed.
Provides expert assistance with the preparation of letters, subpoenas, and search warrants for financial documents and data in administrative, civil, or criminal actions.
Leads or collaborates with case teams to prepare for interviews of subjects of investigations.
Provides expert or summary witness testimony in criminal and civil proceedings as it relates to forensic accounting analysis in the most sensitive or controversial cases.
Researches and responds to questions related to the most unusual, unique or novel forensic accounting and/or accounting anomalies to assist investigative staff throughout the lifecycle of investigations.
Prepares accurate, clear and logical reports, and develops and presents sound recommendations related to accounting aspects of OI cases.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

All candidates must meet the following basic education requirement:
Completed at least 4 years of college, and hold a 4-year or advanced degree in a field such as business administration, finance, or public administration, that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of business law.
OR
Have 4 years experience in accounting/auditing or 4 combined years of experience, higher education, and training to include 1 of the following: 24 semester hours in accounting/auditing or a certificate as Certified Public Accountant or a Certified Internal Auditor gained by written examination or completed degree requirements to include substantial, but less than 24 hours, accounting course work and worked successfully at the full-working level in accounting, auditing, or a related field.
In addition to meeting the basic education requirement, to qualify at GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Examples of specialized experience include serving as an adviser in resolving issues that impact financial management and accounting programs; providing analysis and advice on complex financial issues; developing policy guidance on accounting and financial program issues; managing special projects for major office issues; reviewing accounting and financial program activities, recommending solutions and implementing new processes.
SELECTIVE FACTOR: Do you have extensive experience performing and directing others in performing advanced data analytic techniques, using such tools as IDEA, ACL or SAS in support of audits, evaluations, audit planning, and risk modeling? Individuals without this experience will not be considered.
You must meet the minimum education requirements as described in “Qualifications."
10% travel is required.
Relocation expenses may be paid, contingent upon availability of funds.
