This position is in the Office of the Inspector General (OIG), which provides independent oversight of the management and operations of National Science Foundation (NSF) programs. The OIG conducts performance, financial , and compliance audits; carries out other reviews of NSF programs and business practices; investigates allegations of wrongdoing and misconduct; and performs outreach activities to increase awareness of federal rules and regulations. The incumbent is primarily responsible for the review and analysis of OIG operational activities, development and establishment of OIG administrative policies, optimization of FTEs and appropriation, and participation with high-ranking officials in OIG in the planning, development and coordination of administrative activities.

Reviews and revises complex financial and business practices. Identifies, obtains, and analyzes performance data for senior OIG management and staff. Applies a mastery knowledge of qualitative and quantitative methods to identify processes and practice that are inefficient or ineffective. Establishes new methods for use throughout the organization.
Evaluates potential effects of proposed changes in legislation, organization, and policy on OIG programs and staff. Reviews new agency administrative directives and determines how they will be applied in OIG. Establishes and leads working groups to study initiatives, recommends approaches, seeks and reviews feedback, and plans implementation.
Provides expert analysis and recommendations regarding complex OIG operational and management issues based on changing programmatic and funding environments. Provides authoritative advice to the IG and AIGs on implementation of new NSF policies, identifies significant policy issues, recommends actions, and serves as the OIG contact for implementation.
In collaboration with OIG senior managers, the incumbent plans administrative and organizational changes and represents the office in discussions with other elements of the NSF community when operational problems or other solutions are debated. Anticipates management problems, identifies issues, stimulates discussion, and follows through with implementing activities when discussions have been concluded.
Develops and implements plans for OIG use of its appropriation, salary and FTE allocations. Develops projections for budget and long-range planning purposes. Directs personnel management and position management studies which result in recommendations regarding optimal use salary and FTEs in support of OIG missions and programs.
Directs, plans, and coordinates projects to, identify and analyze long-range staffing and skill requirements. Reviews operating plan goals, budget and ceiling constraints, and workload data to identify solutions consistent with workload requirements and resource constraints. Takes final administrative action on adjustments to personnel ceilings and budget accounts. Analyzes information to illuminate management trends, emerging issues and opportunities, and situations which warrant careful monitoring.
Serves as the OIG liaison with the Office of Budget, Finance and Award Administration on staffing and budgetary matters. Collaborates with the BFA staff to solve current and anticipated problems.
Analyzes and monitors implementation and progress of the OIG operating plan. Keeps the IG and AIGs informed of potential problems regarding use and commitment of funds. Identifies shortfalls and surpluses. Investigates unusual charges and resolves conflicts. Reports concerns to the AIG Management.
Serves as the OIG Training Coordinator. Collaborates with DHRM staff on training matters. Ensures OIG staff is aware of training opportunities. Recommends appropriate training courses for the OIG staff.
Monitors compliance with NSF EEO goals. Ensures the IG and AIGs are fully informed of actions to further equal opportunity. Directs preparation of formal reports for submission to the appropriate staff office.
Provides guidance to OIG managers and staff regarding administrative matters. Communicates policy, establishes target dates, ensures consistent application, and assists in resolution of individual or systemic problems.
Manages all OIG budget accounts and supervises budget transfers. Develops OIG policies and procedures and proposes plans and recommendations for allocation of funds. Advises the IG and AIGs on management and obligation of funds.
Serves as the primary OIG liaison for personnel administration supervising preparation of documentation initiating personnel actions. Coordinates with the DHRM staff on complicated or sensitive personnel issues or cases involving disputes in interpretation or application of regulations or policies. Collaborates with personnel specialists to propose solutions to current and projected personnel concerns.
Manages OIG space and equipment planning. Serves as OIG property custodian and ensures that equipment required by incoming staff is available and that property accounting requirements applicable to departing staff are satisfied.
Oversees development and submission of OIG performance plans and appraisals. Provides guidance to OIG managers and employees on policies, procedures, and guidelines. Ensures submittal of SES performance plans and appraisals.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
