This position is located in the Property Management Section (PMS), Facilities and Operations Branch (FOB), Division of Administrative Services (DAS), in the Office of Information and Resource Management (OIRM), National Science Foundation (NSF). The section provides a central consolidated source for the agency's Inventory Management Program. This includes application of the Federal Excess Personal Property Utilization and Federal Surplus Personal Property Donation Programs operated by the General Services Administration and implementation of Executive Order 12999 (donation program for excess Federal equipment to elementary and secondary schools). The section is also responsible for providing assistance to NSF awards and contracts with government-owned property and the transfer and disposal of this property consistent with General Services Administration and agency policies.
The incumbent is responsible for the management, coordination, and control of inventory and systems of inventory management. The incumbent performs analytical work in managing, regulating, coordinating, or otherwise exercising control over supplies, equipment, or other materials in the custody of Federal staff, contractors and awardees. The work includes one or more phases of material management including initial planning, provisioning and requirements determination, acquisition and distribution accountability and ultimate issue for consumption, retention, or disposal.

Plans for and determines current and future supply requirements to meet customer needs;
Plans and determines the distribution and positioning of supplies among major supply stations, stock points, or using activities;
Prepares recommendations and directives for the procurement of material, indicating the types of items, quantities, and sources; and
Analyzes planned or scheduled material requirements and forecasts to determine categories and quantities of items, as well as funds required.
Material Coordination:
Monitors the status and effectiveness of material support by identifying, analyzing, and resolving problems;
Reviews and analyzes operational reports and plans, work schedules, planned requirements, and other data to determine and advise on compatibility of planned support programs;
Determines, initiates, and coordinates required actions by establishing and maintaining liaison with inventory managers, contractors or vendors, and plans organizations to schedule or advise as to timing of procurement, delivery, or emergency transportation;
Participates in meetings or conferences concerning levels of material support, timing, locations, and related inventory requirements;
Participates in special supply and demand studies and advises on procedures to be followed and reviews financial data to determine reprogramming requirements.
Inventory Control:
Provides assistance in initiating, developing, installing, or administering the control program;
Provides guidance on or conducts surveys of supply and inventory management functions;
Analyzes and evaluates new inventory management systems;
Assists in developing long-range material support plans;
Assists in performing quality assurance and review functions;
Serves as a subject matter expert on communicating solutions to complex or unique circumstances around protocols for property accountability and disposal.
Inventory Reporting and Compliance:
Assists in coordinating the reporting of NSF’s internally and externally held inventories of government-owned property utilizing the inventory management system to support efficiency in management, control and material coordination;
Utilizes advanced knowledge for applying the appropriate property-related procedures and practices to prepare annual reports on internal and external government property in support of the NSF CFO Audit and external reporting requirements;
Reviews existing Inventory Management Program policies and guidelines to ensure compliance with Federal and NSF regulations and proposes updates to procedures within PMS to achieve compliance across NSF organizations;
Conducts liaison with representatives of grantee institutions (principal investigators, administrative personnel) regarding SF 122 screening procedures and other NSF policies and procedures for paperwork requirement and justifications;
Travels to NSF contractor and grantee sites to conduct inspections of utilization of government property obtained through the excess program or closeout options as required.
