Duties and Responsibilities:
Responsible for evaluating air traffic control facilities within the Western Service Area including External Compliance Verifications (ECV). Uses and provides helpdesk support for the Compliance Verification Tool (CVT). Follow up on Internal Compliance Verifications (ICV). Reviews Comprehensive Electronic Data Analysis and Reporting (CEDAR) data and applies comprehensive NAS knowledge to identify systemic drift. Provides input on NAS air traffic facility initiatives and acts as a clearinghouse/senior point of contact regarding Quality Control initiatives, performance and effectiveness.
Provides document change proposal (DCP) response roll-up. Prepares reports that contain findings and analysis of facts and recommends changes in work methods, procedures, air traffic activity reports and actions to improve Service Delivery Point performance. Provides air traffic control process information support to facilities for immediate notification and response to significant or noteworthy events (e.g.; major aircraft accidents, near mid-air collision reports) that necessitate an event review. Includes performing 24/7 on-call duties IAW agency directives including Services Rendered Telecoms and Drug Test Determinations.
Provides comprehensive, detailed information as required for litigation support. Provides accident package support. Assists other service center groups as needed (e.g.; FOIA requests and briefing papers). Supports/conducts audits (e.g.; AOV, FAA HQ, ad hoc) and special assessments. Provides AOV credentialing support. Manages data requests from other LOBs and agencies (e.g.; FSDOs, AOV, NTSB). Provides education outreach which may include developing and conducting automated presentations. Conducts inquiry roll-ups and follow-up on events, hotline complaints and congressional reports.
May provide Runway Safety support including, but not limited to, tracking that all airports with an operational FAA ATCT or FAA Contract Tower (FCT) have an RSAT meeting at least once per fiscal year. Responsible for tracking and follow-up on Corrective Action Requests (CARs) and Corrective Action Plans (CAPs) related to the Quality Control functions.
To qualify for this position you:
1. Must have held an FAA 2152 FG-14 or above regional or headquarters position for at least 1 year (52 weeks);
OR
2. Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility (Note: an employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet qualification requirements of the upgraded position, since he or she has been performing the higher-graded work);
OR
3. Must have held an MSS position for at least 1 year (52 weeks) in an ATS facility (see note above).
This position requires extensive experience as an air traffic control specialist/manager in a terminal or enroute environment. Candidates must demonstrate one year of specialized experience at a level 10 or above air traffic facility is preferred.
