The incumbent serves as the Administrative Officer (AO) to the Office of the Director, Health Resource Center (HRC) serving as advisor to the Director and Deputy Director. As such, the incumbent is responsible for providing a broad range of management services essential to the daily operations of the VHA Member Services (MS) HRC. The incumbent's efforts serve to support management decisions in the areas of personnel, space, budgeting and procurement, equipment, records management, training, and supervision of administrative support. The primary purpose of this position is to serve as the Program Office Administrative Officer and technical advisor for all administrative matters pertaining to HRC Operations. The incumbent is therefore expected to exhibit independence and make reliable decisions for HRC programs without extensive guidance from the Director or Deputy Director. The incumbent in this position is given broad authority, a wide range of responsibility, and great latitude in carrying out the administrative and managerial decisions of the position.

Major Duties include but are not limited to: Develops, updates, and manages the Health Resource Center's (HRC) organizational chart; Assists and advises management to maintain sound organizational structures relative to Health Resource Center's (HRC) organizational mission and its management of people, processes, and technology; Provides an in-depth knowledge of policies, precedents, regulations, and accepted practices that govern administrative procedures, personnel actions, manpower, records management, and property accountability; Provides Administrative and Human Resource Management functions relative to staff supervised; Analyzes individual employee and section performance and productivity on both a qualitative and quantitative basis in relationship to establish goals and objectives; Takes appropriate action to correct deficiencies when noted by reassigning work assignments, providing training, requiring additional staffing and/or overtime, and related actions; Develops work improvement plans and recommend personnel actions as necessary; Plans, directs, and controls assigned activities which involve supervision of administrative policies and procedures which includes personnel management, training coordination, supplies and equipment,preparation and presentation of awards for employees, records management, control of communications,and special projects or studies; Designs, implements, modifies, and maintains all supervisory administrative tasks within this directorate; Evaluates and monitors administrative activities and makes substantive recommendations for program improvements; Provides technical and analytical expertise to management regarding the need for alterations or revision to current policies and procedures of the directorate; Assists in setting priorities and reaching defined objectives in relation to resource planning; Directs and participates in administrative research, management analysis and development of complex, and often highly technical reports pertaining to program development.
