CHRMO is a VHA Human Resources Office, comprised of a network of HR Professionals providing the full range of exceptional HR and consultative services as a Shared Service HR Office. The shared service model is a streamlined structure that provides standardized, enterprise wide HR solutions, and increases efficiency in all areas of HR for VA and VHA program office and organizations. The incumbent of this position serves as a Human Resources Specialist (Recruitment & Placement). The following duties include but are not limited to the Human Resources Specialist (Recruitment & Placement) position:
Reviews and interprets regulations, standards or other guides for impact on the recruitment program for an organization throughout a large geographical area.
Creates Title 5, Hybrid, and Title 38 vacancy announcements for a variety of professional, administrative, and technical positions.
Provides technical advice regarding hiring flexibilities and position management for all grades of positions within the organization.
Reviews recruitment and placement actions to clarify conflicting guidance or alleviate other potential problems, and troubleshoots existing problems to identify and implement solutions.
Consults with employees regarding their eligibility and qualifications based on Office of Personnel Management (OPM) or Department of Veterans Affairs (VA) requirements.
Reviews draft regulations,directives, and other guidance and prepare recommendations and comments reflecting impact on local policy or practices.
Utilizes HR Smart to review and process employee actions.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
