HUD-VASH is an intensive case management program for chronically homeless Veterans aimed at providing psychosocial services to Veterans while residing in stable housing through HUD's Section 8 voucher system. The social worker in this position functions as the Case Manager for AAVAMC's Housing and Urban Development / VA Supportive Housing (HUD-VASH). The social worker is responsible for coordination of case management services for Veterans receiving housing provided through HUD Section 8 housing vouchers.
Housing Choice Voucher (HCV) program funding will provide rental assistance under a supportive housing program for homeless Veterans authorized by section 8(o)(19) of the United States Housing Act of 1937, 42 U.S.C. 1437f(o)(19). The initiative is known as the HUD-VASH program and was authorized pursuant to Division K, Title II, of The Consolidated Appropriations Act, 2008 (Pub. Law 110-161) ("2008 Appropriation Act") enacted on December 26, 2007 (see proviso (7) under the heading "Tenant-Based Rental Assistance"). The HUD-VASH program combines HUD HCV rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA) at its medical centers and in the community. Ongoing VA case management, healthcare, and other supportive services will be made available to homeless Veterans at as many as 132 VA Medical Center (VAMC) supportive services sites across the nation.

Promotion Potential: The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-11. The social worker is responsible for providing case management for a caseload of Veterans in the HUD-VASH program. The social worker is responsible for reviewing agreements between Section 8, landlords, Public Housing Authorities and the VA in establishing appropriate referral sites for HUD-VASH placements.
The social worker performs site visits of HUD-VASH apartments to ensure that Veterans reside in safe environments in compliance with local housing codes. The social worker is responsible for collecting and submitting HUD-VASH Program participant data as outlined by NEPEC evaluation procedures.
The social worker verifies the Veteran's status, eligibility for VA medical care, and eligibility of program participation. The social worker is responsible for ensuring that homeless Veterans are considered as primary participants for program acceptance.
The social worker is responsible for providing HUD-VASH case management. Case management is defined as the provision of services by VA clinical staff to homeless Veterans and includes all activities to provide appropriate treatment and maintain Veterans in HUD approved stable housing. The social worker coordinates care including serving as an advocate on behalf of the Veterans to ensure comprehensive service delivery, and linking and referring Veterans to the VA Medical Center, VA Regional Offices and/or community agencies.
The social worker complies with criminal conflict of interest laws and Executive Branch Standards of conduct so as to avoid conflicts of interest while serving as the HUD-VASH Case Manager. The social worker actively participates in the HUD-VASH Program conference calls and attends training offered by the HUD-VASH. The social worker is responsible for following local policy and SOP for the HUD-VASH Program. This includes following policies and documentation requirements as required for CARF and Joint Commission accreditation. The social worker will maintain familiarity and responsibility for all performance measures relating to the HUD-VASH Program.
The social worker actively participates in program planning and development, advising the HUD VASH Supervisor Social Worker and HCHV Coordinator of shifting trends with caseloads and identifying the need for and making recommendations on program procedure or policy changes based upon work experiences.
