The Program Analyst works in the office of the Associate Chief of Staff for Research and Development which provides a variety of support for active Research Investigators, VA personnel and non-VA personnel at the VA Long Beach Healthcare System (VALBHS). Research and Development is active and integrated within the VA with the private sector and governmental research organizations and with local research communities. The primary purpose of this position is to coordinate and administer the activities of the Institutional Review Board (IRB) at the VA Long Beach Healthcare System, office of Research and Development. The IRB committee reviews and oversees the processing of research proposals involving human subjects. The Program Analyst is a key member of the Research office staff and plays a vital role in research involving humans. The Program Analyst reports to the Human Research Protection Officer (HRPO) or the Administrative Officer (AO). Some of the major duties of the position are:

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies. To be qualified you must submit appropriate documentation (a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting current position, grade level, and duty location) and be found well-qualified (have a final rating of 85 or more) for this vacancy.
