The position is located in the Division of Mathematical Sciences, Directorate for Mathematical and Physical Sciences in the National Science Foundation. The incumbent performs a variety of program analysis assignments in support of special or on-going projects in the Division. Projects may involve administrative program reviews, cross directorate administrative activities, and organizational studies related to clusters, reorganizations, resources utilization, etc., to determine appropriateness or to make recommendations impacting the efficiency of operations. The incumbent is under the supervision of the Program Support Manager. If the position is filled at the GS-11 level, the incumbent will be provided with specialized work experiences that will enable him/her to obtain and develop the competencies necessary for advancement to the full performance level GS-12.

This position is located in the Directorate of Mathematical and Physical Sciences, Division of Mathematical Sciences. Incumbent will apply analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects.
Duties for a Program Analyst include:
Financial Resources Management:
-Maintains a comprehensive overview of the cash management system, budgets, schedules, and progress milestones for large projects and facilities managed within the Division.
-Identifies potential problems requiring strategic and creative solutions.
-Participates in the review of program plans for large projects, and provides support on project management and financial aspects of program oversight.
-Prepares funding actions for large projects in consultation with the program managers.
-Maintains schedules for funding actions to the facilities’ managing organizations.
-Prepares documentation for awards, cooperative agreement amendments and renewal activities.
-Establishes standard procedures for tracking programmatic and financial information in coordination with program managers.
-Prepares financial and other programmatic information for inclusion in budget requests in support of Division management and large project program managers.
Business Process Management:
-Establishes divisional practices and processes for large project.
-Performs ongoing evaluation and assessment of division processes in order to provide recommendations for improvement.
-Assists the Division Director and Deputy Division Director in the oversight of Committee of Visitor processes, providing guidance to division and programs on results-oriented activities.
-Participates in other NSF and interagency activities related to needs of programs in science and engineering research and education.
-Supports and provides outreach activities for the division, particularly to those programs at the intersections to the division’s research portfolio.
-Maintains and establishes contacts in program and related areas by participating in a variety of activities/events including workshops, conferences, meetings or trainings.
-Participates on special projects for solving problems, improving staff communication, and effecting coordination for special programs.
Project Management:
-Documents and tracks the implementation of decisions and action items resulting from meetings of various oversight, advisory, and review committees.
-Schedules, tracks, and prepares Directors Review Board (DRB) and NSB documents for the facilities.
-Reviews, edits and posts items on NSFs internal and external website.
-Prepares documents in various eBusiness systems such as: PIMs, ePublish, Listserv and Dreamweaver.
-Maintains the division IT equipment and provides suggestions for improvement.
-Serves as a team lead and provide instructional training classes.
-Conducts the necessary research to develop one-of-a-kind reports, studies, and analyses on scientific/engineering topics supported by the division.
-Assists in the creation of presentations, including talking points, speeches, or presentation slides.
-Draws on knowledge of NSF systems in pulling information to compile and evaluate data to respond to data requests.
-Manages databases to collect and maintain current program information and to prepare and analyze reports.
-Provides instruction to other staff members on retrieval and organization of web-based information.
All work requires close collaboration with program managers in order to effectively support the administrative, managerial and scientific aspects of Division supported projects.
