This position reports to the Chief Operating Officer and deals directly with Farm Credit System officials, consultants, public accounting firms, and other federal officials. Working as part of the senior management team, the CFO formulates organizational goals, develops policies, procedures and program plans to support FCSIC's mission as a Federal insurer.
As the Chief Financial Officer for the Farm Credit System Insurance Corporation (FCSIC), you will be responsible for the corporate-wide financial activities of the FCSIC and its multi-billion-dollar insurance fund. The primary functions under your direct supervision will include: 1) Administration of annual revenue including insurance premium assessments and investment income from the insurance fund, averaging $260 million over the last 5 years; 2) Cash and liquidity management; 3) Monitoring insured debt issued by the Farm Credit banks to determine the target level for the insurance fund; 4) Corporate accounting policy and financial reporting to the Board, investors, and the public; 5) Budget, strategic and annual plan development and monitoring; 6) Contracting and procurement of goods and services; 7) Fiscal operations including authorizing expenditures, payment of bills and expenses; and 8) Coordination of external and internal audits and compliance with laws and regulations.
The ideal candidate for this position is a Certified Public Accountant (CPA) experienced in Generally Accepted Accounting Principles (GAAP), Government-wide accounting requirements and Generally Accepted Government Auditing Standards (GAGAS).
