Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.
The Copyright Registration Program is responsible for the examination of copyright claims, the creation of public records, and the issuance of certificates of registration. Registration staff examine claims, communicate with applicants to resolve registration issues, create public records, refuse to register for failure to meet legal requirements, select works for the Library of Congress collections, and tag data from paper applications, for copyrighted works (in accordance with the U.S. Copyright Law, 17 U.S.C, Sections 408,409,410,705), mask works (Section 908), and vessel designs (Sections 1310, 1315).
This position serves as the Division Chief in one of the three Divisions (Literary, Performing Arts, and the Visual Arts) within the Registration Program. The incumbent is responsible for the day-to-day management, oversight and administration of the assigned division. The position performs a variety of tasks to support the divisions, and reports to the Associate Register and Director of the Office of Registration Policy & Practice.

Directs a staff to independently review any type of claim handled by the division for copyrightability and determines whether claims submitted comply with registration procedures and requirements. Prepares written opinion statements regarding rejected claims, conducts detailed research, and communicates information about copyright claims.
Provides Divisional leadership as well as Division-level management of employees in consultation with the Associate Register, Deputy Director, and Team Leaders. Ensures that Administrative Assistants, or other designated employees, enter required information into tracking systems in an accurate and timely manner. Ensures a proper balance between staff telework opportunities and workload requirements for the Division. Ensures that electronic, ingested, and deposit ticket claims are equitably assigned to Examiners. Ensures that difficult claims are referred to experienced Examiners and are equitably distributed. Reviews monthly team reports of individual staff performance and verifies that team leaders have identified staff members in need of closer review. Takes adequate measures to ensure that team leaders are meeting all of their performance requirements on a consistent basis.
Manages Division workload and consistently sets Division priorities. Delegates responsibility. Effectively implements statutory and regulatory requirements, as well as the Compendium of U.S. Copyright Office Practices (in consultation and corporation with the Associate Register and Deputy Director). Identifies inefficiencies in practice and procedure and proposes solutions to the Associate Register and Deputy Director. Executes approved changes and various policy assignments as requested. In a professional and collegial manner, communicates priorities, shares information with team leaders, staff, and the Program Office, discusses problems and negotiates reasonable solutions for optimal outcomes. Coordinates the flow of information to ensure that Division concerns are considered and discussed. As needed, serves as a principal spokesperson for the Registration Program on copyright law as it relates to processes, procedures and functions.
Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers' performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information. Furthers the objectives of diversity and inclusiveness and by adhering to nondiscriminatory employment practices in regard to political, religious, or labor organization affiliation or non- affiliation, marital status, race, color, gender, sexual orientation, national origin, non- disqualifying disability, age, or other non-merit factor.
Performs special assignments, as assigned, either as a leader or participant of a work group. The work to be performed may be of an investigative, planning, or operational nature related to the Registration Program's policies and/or procedures, the Compendium of U.S. Copyright Office Practices, emerging trends related to the materials submitted for registration, new developments in the electronic processing of work submitted, or other areas.
Reviews and conducts studies to evaluate the application of present and proposed procedures, methods and processes. Acts as a liaison with other departments of the Library in the area of specialty.
Performs other duties as assigned.
