This position is located in the Employee Services Section, Office of Recruitment and Employee Services, Human Resources Services. The incumbent serves as a Human Resources Specialist responsible for providing a wide range of technical and advisory services to the assigned Service Unit(s) and managing non-competitive employment and compensation programs.
The incumbent maintains liaison with Library staff and managers to assure that needs and requirements are effectively met, and with counterparts in other agencies to keep abreast of new and improved developments within the area of responsibility. Establishes and maintains effective working relationships with managers and personnel throughout the Library, other Federal, state and local agencies, and with the private sector.

Provide Human Resources Specialist technical support and assistance to managers, supervisors and employees. Assists with strategic planning, policy and program methodologies analysis, develops mission and serve as an authoritative point of contact for assigned HRS programs, policies, and projects for significant organizational segments of the agency, including Headquarters and regional offices. Advises senior level managers in Human Resources functional areas such as pay and compensation administration, leave administration, benefits, and non-competitive recruitment and placement.
Understand concepts, principles, methods and best practices related to federal government compensation and pay administration. Interprets and applies a variety of regulatory and policy guidance in order to process the full range of personnel and pay action in an automated personnel/payroll system. Initiate tracks and follow up on cases ensuring timely completion and regulatory compliance. Sets employees pay according to law, regulation and policy. Reviews draft regulations, OPM directives, relevant decisions and rulings, or other guidance for impact on the serviced organization. Determines the degree of impact on existing compensation programs, plans, practices, and procedures, and provides advice and alternatives to managers and supervisors in serviced organizations.
Provides advice and assistance to managers and staff concerning complex human resources-related problems, ensuring that personnel actions comply with legal requirements and government/agency human resources policies, regulations, and procedures. Draft and processes all personnel actions for assigned areas and programs which includes coding and reviewing all types of personnel actions for appropriate application of classification policies and use of correct position description. Works with classification specialists to resolve classification and position management discrepancies.
Using the non-competitive hiring process, incumbent performs both the full range of external placement and recruitment duties as well as internal placement and recruitment duties for assigned programmatic areas, for which innovative and proactive recruiting strategies are needed. Recruitment activity is focused on non-competitive appointments, often using cooperative education and minority based recruitment methodologies. Determines minimum qualification and eligibility requirements for positions.
Provides managers and employees with information and interpretations of the Library of Congress's compensation, wage administration, and position management procedures, practices, policies, and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy, and/or the issue involves more than one area of Human Resources policy.
Researches and/or analyzes unstable or complex program issues or personnel issues. Based on conditions and factors that relate to the subject program and related programs, determines what information is required, and collects from many sources. Reviews information, reconciles conflicting data, and devises new or modified methods to implement findings. Develops options, recommendations andproposals.
Prepares special reports as well as routine reports identifying program strengths and weaknesses and recommends programmatic improvements using automated software systems (e.g. NFC, e-OPF, WebTA, etc.). Applies experience gained through pay and compensation efforts to determine necessity for changes in policy, standards, use of certain employee services resources, techniques, reporting requirements, etc., and makes appropriate recommendations to supervisor.
