This position is located in the Security and Emergency Management Section (SEMS), Facilities and Operations Branch (FOB), Division of Administrative Service (DAS), Office of Information and Resource Management (OIRM), National Science Foundation (NSF). OIRM is responsible for the provision of information systems, human resource management and general administrative and logistic support functions to the NSF community of scientists, engineers, and educators as well as to the public. DAS is responsible for day-to-day business of the agency by providing for the overall physical infrastructure, operating conference and meeting facilities and taking a leadership role in disseminating information about NSF’s programs and operations. Information is disseminated internally to NSF employees and contractors and externally to the science and research stakeholder community.
The primary purpose for this position is to serve as an agency expert for NSF’s physical security, emergency preparedness and Continuity of Operations Plan (COOP) programs.

The Security Specialist performs vulnerability identification, risk analysis, assessments of evolving physical security threats, and emergency management, and to develop and coordinate vulnerability reduction measures; performs protective action planning and implementation to ensure NSF employees and property are not compromised or subjected to malicious mischief, injury, or other willful interference by unauthorized individuals.
Assists in developing and managing security related training classes to inform NSF staff of protective measures and response activities related to NSF's security programs. Serves as a security authority in interpreting new policies, procedures, standards, training and methods to ensure compliance relating to preventing, identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, sabotage, or loss.
Serves as an expert and is responsible for development, coordination, direction and assessment of physical security and emergency management programs. Serves as the expert for Continuity of Operations (COOP) with responsibility for creating, maintaining, and publishing (directly or in coordination with other NSF Divisions) viable and executable contingency plans for COOP that facilitate NSF's operations during any emergency or situation that may disrupt normal operations.
Conducts, oversees the conduct of, or coordinates participation in NSF and national level exercises, drills and assessments, including the use of all classified and unclassified communication technologies. (NSF conducts evacuation and shelter in place drills also. We are developing an Active Threat exercise.)
Interprets and implements Department of Homeland Security agency standards, guidelines and policies for NSF emergency preparedness programs. Develops and implements policies, plans, procedures and methods for the prevention of emergency incidents, and determines the most effective and appropriate methods of protecting personnel and property when emergencies happen. Serves as Incident Commander in agency-wide drills and emergencies. Coordinates these efforts with state and local professional first responders and building management and engineering staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. NSF is relocating to Alexandria, Virginia. In late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is across the street from a Metro station (Eisenhower Avenue on the Yellow Line) and there is ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.
Relocation expenses will not be paid.
