This position is located in Human Resources Services (HRS), Office of Recruitment and Employee Services (RES), Employee Services Section (ESS). The incumbent serves as a Lead Human Resources Specialist of HR Specialists and Assistants responsible for providing a wide range of technical, quality control and assurance, and advisory services to all offices/service units of the Library, and managing pay administration, compensation, personnel and payroll processing, WebTA, leave administration, benefits, retirement, work-life, records and systems management, and the ES quality control and assurance program which includes but is not limited to audits and other monitoring programs. The incumbent provides guidance and training to HRS staff on non-competitive hiring programs and serves as primary or alternate contracting officer’s representative (COR) for ESS contracts and Inter-AgencyAgreements.
The incumbent maintains liaison with Library staff and managers to ensure that needs and requirements are effectively met, and with counterparts in other agencies to keep abreast of new and improved developments within the area of responsibility. Additionally, the incumbent establishes and maintains effective working relationships with management and personnel throughout the Library, other federal, state and local agencies, and with the private sector.

Provides technical oversight of work performed by specialists and assistants via the application of quality control and quality assurance processes, tools, and practices. Develops sampling procedures and directions for recording and reporting quality data and reviews for accuracy. Coordinates with supervisor and supports on-site audits conducted by internal and external entities. Evaluates findings and recommends appropriate corrective actions. Provides authoritative expertise and guidance, interprets complex data on issues such as pay administration, personnel processing, benefits, retirement, work-life, recruitment and staffing.
Reviews the effectiveness of automated systems and evaluates its impact in helping the agency recruit and retain a highly skilled and motivated workforce.
Provides advice and assistance to managers and staff concerning complex human resources related problems, ensuring that personnel actions comply with legal requirements and government/agency human resources services policies, regulations and procedures. Drafts and processes complex personnel actions for section program areas.
Reviews draft regulations, Library regulations and directives, Office of Personnel Management (OPM) directives, relevant decisions and rulings, or other guidance for impact on the offices/service units in the Library.
Provides advice and guidance on issues that require substantial interpretation, have potential for controversy, and/or involve more than one area of human resources policy, such as compensation issues that conflict with past practices, involve highly visible or political situations, or have the attention of labor organizations or other groups.
